UC IVR Speech to Text Technology Project

Opportunity Description

The Ohio Department of Job & Family Services (ODJFS) is seeking an Office of Information Technology (OIT) State Term Schedule (STS) vendor who will provide speech to text technology to support continued claims intake for unemployed Ohioans that are applying for Unemployment Insurance benefits. Each week, unemployed individuals seeking benefits must affirm that they are available, able and actively seeking work. With the increase in the number of improper payments, ODJFS is moving from auditing this information after the fact to collecting before the payment is made for a given week. This will help ODJFS ensure that active work search is happening even before they collect their weekly benefit. The requests for continued claims weeks come through two paths – the OJI (Ohio Job Insurance) web interface and the UC IVR (Interactive Voice Response) interface. ODJFS has development work underway to collect work search information by recording voice response on the IVR. This project is to enhance this interface even more by converting the voiced data to text to allow it to be stored in the UC/OJI benefits system database. The vendor selected through this RLB will deliver the overall solution for the Ohio Job Insurance (OJI) IVR that will lead unemployed Ohioans through the weekly claims process and convert speech to text to capture evidence of job contacts.
