Question: As clarification, should the tech proposal and cost proposal be submitted on the same CD or should they be submitted in separate CDs?
Answer: From the RFA. Cost Proposal. One original and two (2) copies of the Cost Proposal must be submitted in a separate, sealed envelope labeled: “COST PROPOSAL ENCLOSED FOR FATHERHOOD PROJECT EVALUATION SERVICES CONSULTANT, RLB#: JFS-R-1213-17-8031 SUBMITTED BY (VENDOR NAME AND DATE OF SUBMISSION).” The sealed cost proposal must also include one non-rewritable CD-ROM containing a copy of the entire Cost Proposal
Question: Is the vendor expected to provide a monthly report as an aggregate of the monthly report that each individual grantee is providing?
Answer: No a monthly report is not necessary. The vendor must keep the Ohio Commission on Fatherhood informed of progress and of any issues that may arise. However, their is no duty to provide a monthly report nor is a monthly report a payment point under this RFP.
Question: When is it anticipated that evaluation training for grantees will occur? Will ODJFS provide a location for the in-person training?
Answer: The location will be at either at one of the local county department of job and family service agency or at an ODJFS facility.
Question: Could you provide some additional information/guidelines such that the recommendations submitted can meet the requirement "verifying completion or teaching adult learners"?
Answer: The letters of recommendation must verify that the applicant completed either training or teaching of adult learners. The letters should describe the activities of the applicant and be from a previous third party that applicant performed said activities for. Documentation provided by the applicant at a minimum must show the applicant provided a training or teaching service, the training or teaching service was completed, the activity was aimed at recipients who were 18 or over, and contain contact information from the third party.
Question: Is it possible to get word versions of the attachments?
Answer: Due to the limitations of the software we use to post the documents. We cannot supply them as Word documents.
Question: Can you either make the ODJFS Request for Grant Application available for review and/or provide some information regarding the current evaluation capacity of the grantees?
Answer: If you go back to our index page and look at the section for the expired opportunities. You will see "JFSR1213178026 - Fatherhood Initiative" That is the Request for Grant Applications that is being referenced.
Question: Is there an approved budget for this project and can this information be released to perspective vendors?
Answer: There is a proposed budget for this project. ODJFS will not release that information.
Question: Is the training expected to be presented in- person or virtually? If in-person, should the vendor include printing costs for training materials (e.g. handouts, etc.) or will ODJFS incur copy costs?
Answer: Our requirement is that some of the training be in person, however, components of the training may be by telephonic or by even by video. ODJFS is willing to consider methods of presentation. ODJFS will not be responsible for copies. Cost of copies should be factor into the bid for this proposal.
Question: According to the RFP, there are/will be 8 grants awarded to various organizations. What is the total amount of monies awarded to these organizations?
Answer: The eight grants were awarded last December. A total of $300,000 for state fiscal year 2012 and another $600,000 for state fiscal year 2013 was awarded to all grantees. Each grantee received $37,500 for state fiscal year 2012 and $75,000 for state fiscal year 2013.
Question: Is it advisable to submit an application for this RLB even if the submitting individual is not an MBE? If no qualified MBE applies, will the RLB be re-posted?
Answer: At this time only MBE applications will be considered for the project. Any non-MBE applications will be disqualified . If there are no qualified MBE applicants then ODJFS will decide, at that time, if the RLB will be re-posted without the MBE requirement.
