Question: Is this a new position? Has a contractor previously provided these services?
Answer: This is an existing contract position, that was previously filled by a contract resource.
Question: Under "Candidate Required Qualifications" on page 30 of the RLB, Question #5 states": "Bachelor or higher level degree Three (3) years experience in gathering, translating and documenting program specifications and design requirements." Question #14 states: "Completion of associate degree program or undergraduate core program in computer science." Are these conflicting qualifications, or is there a potential typing error here?
Answer: It is expected that a successful candidate will have at minimum an accredited technical Associates Degree or equivalent technical work experience. Additional qualification points may be assigned to a candidate who has a Bachelor or higher level degree (exceeds expectation) from a United States accredited college or university.
Question: Is this currently being done by an existing company/contractor? If so, can they rebid? How many qualified candidates can be submitted? Are copies of degrees or certs required in the response?
Answer: a. This project is currently staffed by 2 developers, 1 state lead and 1 contract. The additional open developers position in question is open for bid by any qualified State Term Contract holder. b. This RLB is for one (1) contract position. A bidder may submit up to three (3) qualified candidates as they wish. However, it should be noted that each submitted candidate must demonstrate their specific itemized qualifications in writing (i.e., how each candidate meets or exceeds each stated qualification). Resume's may be used as attachments to the bid, but will not be used referentially either quantitatively or qualitatively. The State will not be responsible for simply evaluating or reviewing resumes. c. It is preferable but not required. However, a candidate may be immediately terminated if fraudulently submitted as a degree and/or certificate holder.

Answer: This position is a consultant position that is currently unfilled.
Question: What is the size and scope of this initiative which involves the re-engineering, re-writing and implementing the replacement of the legacy Delphi 5 application in C#.NET for the Office of Fiscal Services?
Answer: The scope of this work is outlined in section VI of the offering. The size of this initiative has been estimated at three full time development staff for approximately one fiscal year. This bid is to augment the current two full time development staff for the remainder of the current contract year.
Question: What is the hourly consultant rate range for this need? Thank you!
Answer: For this opportunity, there is no rate range. Your submitted rate for this service is your resource's stated State Term Schedule (STS) rate with a discount rate of your choosing. Please refer to Section VII., Tab I - Cost Summary.
