Question: Is rfp open to vendors on state term contract or it is open for all vendors? We have GSA Schedule 70 contract. thanks
Answer: To submit a proposal for this RLB, a vendor must have a valid/current State-Term Schedule (STS)on file with the department of Administrative Services, Office of Information Technology. vendors are required to submit a copy of their current STS cover page as part of their proposal.
Question: Attachment A. Is this form required to be signed by both a Prime and any subcontractors, or does the prime only fill it out and sign it
Answer: The primary completes the form and signs it. Then the form is submitted as part as your proposal. Failure to completely fill-out this form signed, and return with your proposal will disqualify your proposal from any further consideration.
Question: Section VI. Scope of Work. B. What does the term “Phase II” refer to or imply ??
Answer: Please refer to the accompanying Technical Proposal Score Sheet (Attachment C). Phase I is the Initial Qualifying Criteria; Phase II is the Criteria for Scoring of Technical Quality. If your resource scores the minimum points, then your resource will go on to Phase III, which is the interview process.
Question: Section VI. Scope of Work. Are the references to expected durations of tasks expressed as business days or calendar days ??
Answer: Calendar Days.
Question: Section C. Staff Experience and Capabilities. Can a vendor propose two separate roles for this project or is ODJFS requiring all tasks to be completed by a single resource ?? If two roles are acceptable, can the vendor provide two resumes per role ??
Answer: Yes. The vendor can submit two (2) separate roles for this project. The vendor can provide two (2) resumes per role.
Question: Section V. Qualifications. B.1 What is a letter of commitment? Does the subcontractor need to supply a letter of commitment? Is there a specific form or template to use for any needed letter of commitment?
Answer: If your resource is under employment at another firm, then a letter of commitment is needed from that firm stating that the resource identified in your proposal is, and will be available. If your resource identified in your proposal will be under your firm’s employment, then a subcontractor’s letter of commitment is not necessary.
Question: On page 6, Deliverable B it states "Please Note: For this Senior Oracle DBA position, the state will conduct interviews. As part of the final selection process, the successful Phase II vendor(s) will be required to submit a blank template document for review during the interview process. The template should specify additional detailed information the state will be required to provide relating to this task along with an outline of the final deliverable the vendor will produce for this task." My question is, is there a Phase I incumbent and are they allowed to bid on Phase II?
Answer: No. There is no incumbent. This is a new position.
Question: Is JFS currently contracting with an Oracle DBA who meets all of the required qualifications specified in the RLB?
Answer: No. There is no one currently under contract. This is a new position.
