Question:   Does ODJFS have a minority vendor requirement for this project?

Answer:   Although there is not a minority requirement for this project, we highly encourage the use of minority vendors as either the prime contractor or sub contractor as often as possible.

Question:   In Section VII, various modules are listed. Other than the data being transferred from the existing applications listed, do you require any data to be input into the system during the implementation or do you plan to input the data after training?

Answer:   Installations are the same as licenses. Twelve (12) of the installations will be in two buildings in Columbus. Three (3) of the installations will be outside of the Columbus area. Five (5) of these installations will be doing all of the functions. Ten (10) of the installations will be doing a portion of the functions.

Answer:   No, ODJFS will do the polylining.

Answer:   Funds are not encumbered until a vendor has been selected

Question:   Page 12, Section IX, Format of Submission, indicates that ODJFS "will only accept proposals submitted via the ODJFS email box... Proposals submitted in hard copy will not be accepted." Page 13, Section IX A Tab:1 Forms and Certifications states "The vendor must provide originals of these three documents...in this part of the original technical proposal packet, and copies of the signed document in the four paper copies and one electronic copy of the proposal." Page 14, Section IX. B, Cost Proposal Composition states "One CD-ROM is to contain the complete Technical proposal..., and the other CD-ROM is to contain the cost proposal..." Please clarify the format that the proposal must be received by ODJFS, email, hard copies, CD-ROM, all of these, or some combination of these?

Answer:   IMPORTANT SUBMISSION REQUIREMENTS HAVE BEEN AMENDED: Please refer to the answer to question number three (3).

Question:   Page 11, Section B, Installation and Implementation states that "ODJFS estimates a need for a minimum of 15 total installations at four locations across the state. What is meant by installations? Are "installations" the same as licenses or users? How are the 15 divided between the 4 buildings? Please estimate how many of the 15 will be involved in the following functions: Space/Strategic Planning/Asset Management Move Management Work Orders / Preventive Maintenance Real Estate Portfolio and Lease Management Project Management Environmental Sustainability

Proposals submitted in hardcopy (i.e., fax or postal mail) WILL NOT be accepted." Page 13, Sub-section A: "Tab 1: Forms and Certifications Vendors submitting proposals must include a completed “Required Vendor Information and Certifications” form (provided as Attachment A. to this RLB), a completed “Request for Taxpayer Identification Form W-9” (provided as Attachment B. to this RLB) and the DMA form (provided as Attachment C). The vendor must provide originals of these three documents, signed in blue ink by a qualified vendor representative, in this part of the original technical proposal packet, and copies of the signed document in the four paper copies and one electronic copy of the proposal." Question: Are we to submit electronically (via e-mail) or by mail or both?

Answer:   IMPORTANT:Subsequent to the release of this RLB, ODJFS has experienced various technical problem with its electronic proposal submission process. For that reason, ODJFS is hereby amending this RLB to remove the electronic proposal submission requirement. Complete replacement instructions for vendors’ submission of proposals is provided as Addendum/Amendment #1, and is accessible from the webpage dedicated to this RLB. Electronic submissions WILL NOT be accepted. Proposals must be submitted in accordance with instructions provided as Addendum/Amendment #1 or they will be disqualified.

Answer:   ODJFS is currently using Microsoft Office XP version 2002.
