Question:   Section 2 RFP Requirements provides clear direction to responders for a narrative response and page limitation. However, Section 1 Overview and Section 3 Instructions for response to the Illustrative Project are silent on requirements for a narrative response. Could the state please confirm the sections within Supplement 1 require a narrative response and provide the response instructions and page limitations for each?

Answer:   Sections providing project background information or instructions for response should be acknowledged, but do not require narrative response.

Answer:   Correct. Additionally, the offeror must be as thorough as possible when demonstrating staffing and costs necessary to accomplish their illustrative projects.

Answer:   If the offeror believes it is necessary to include pricing assumptions, those assumptions may be included in a cover letter to the cost workbook, to be provided as part of the sealed cost workbook package.

Question:   Its contractor understanding that all software licenses, tools, cloud subscription and hardware required during the contract tenure to be procured by State directly through OEM/vendors. Request State to confirm this understanding.

Answer:   The State will not be supplying the Contractor with hardware, software, or subscription-based tools they need to perform the functions outlined in the contract, for example: project management software, email, etc.. Conversely, the State would expect the Contractor to license and procure the tools it needs. For hardware, software, and subscription services necessary to the State to implement the Contractor proposed solutions, the State may utilize its procurement options outside of this Contract or may ask the Contractor to provide.

Question:   The instructions for Section 2 RFP Requirements within Supplement 1 state "In preparing a response to each item below, offerors must provide specific examples from previous projects to elaborate the application of the requested approaches." Is it the expectation of the State that offerors provide a project exampe for each subsection (e.g. 2.1, 2.2 etc.) or that examples be provided for each individual requirement (e.g. 2.1.1, 2.1.2, etc.). If the expectation is for each individual requirement would the State consider increasing the page count slightly to accomodate an adequate response to each of the 74 requirements? or Would the state find it agreeable for offerors to provide a project example for each subsection (e.g. 2.1, 2.2 etc.)

Answer:   The expectation is for the contractor to demonstrate expertise across the 8 functional service domains.

Answer:   The State is willing to provide space as needed for members of the project team with the understanding that we will be observing any governor’s or building specific Covid guidelines in place.

Question:   During the Pre-Proposal Video Conference today, Nathan Huskey indicated that there is an interest in a Platform As A Service offering versus building out a solution using .Net Technology. Is there an opportunity to choose a Platform As A Service offering as your go-forward strategy or are you only interested in system integration solutions deployed on your existing Innovate Ohio Platform?

Answer:   ODH is open to exploring all technical avenues as they relate to our application portfolio, especially those which will facilitate the achievement of our Public Health goals in the most efficient and cost effective manner. In terms of the analytics layer, ODH will continue to partner with the IOP on the three service pillars they offer; user experience, digital identity, and data and analytics.

Answer:   All 8 service categories much be demonstrated in aggregate across the representative projects examples as a whole. There is no expectation for service categories demonstrated on each reference project individually.

Answer:   The winning bidder and its subcontractors will be precluded from bidding on solicitations directly associated with the Ohio Public Health Technology Enablement Project but any solicitations outside of this strategic partnership will not be exempt to the winning bidder.
