Question:   Can you clarify the comment "Pricing for on-premises storage, maintenance, and licenses" in 1.3 Solution Requested – General? What do you need from the respondent in terms of pricing for on prem storage? Do you require the respondent to quote new on prem hardware pricing or is the assumption that ODT will be responsible for the procurement/provisioning of any on prem hardware?

Answer:   Please use the attached rate card for estimating on-premise costs. ODT will be responsible for procurement if on-premise solution is selected.

Question:   In 1.3 of Supplement 1, it refers to "All customization and modifications made to the proposed application to meet the requirements as identified in this RFP". Can you clarify if any new customizations are being requested (if so, please describe them) OR if the request is to support the retrofit of existing customizations from 9.1 into 9.2? Also can you clarify what internal ODT resources will be available to support the customization retrofits in 9.2?

Answer:   Answer: ODT will provide one Java Resource who can help the vendor to resolve issues related to Java customization portion only during the migration. Vendor will be responsible for all other customizations.

Question:   According to requirement 2.2.3 related to COGNOS reporting, the respondent should "Provide a plan to benchmark, verify and resolve any performance degradation with generating Reports." Can you describe the interface between PeopleSoft and COGNOS? Also can you clarify if the respondent should provide COGNOS expertise or if ODT will provide COGNOS subject matter experts and technical support?

Answer:   ODT is consuming PeopleSoft backend database tables directly for the COGNOS reports. In either solution recommended by the vendor, ODT will need to continue to have access to the PeopleSoft database tables. ODT will have the COGNOS expertise needed, nothing is required by the vendor.

Or are these requirements new for the 9.2 system?

Answer:   PeopleSoft 9.1 currently meets state auditing and security requirements.

Question:   Related to a potential migration to Cloud Infrastructure, do you require a quote for the Cloud Infrastructure costs? Or is the assumption that the associated cloud subscription costs would be a separate RFP or request and you simply want the respondents to provide a technical proposal for migrating to Cloud Infrastructure?

Answer:   We are asking for quotes for both on-prem and cloud solutions, to the extent vendors are able to provide both.

Question:   It is unclear which requirements from Appendix A from Supplement 1 are already met in your current version of 9.1 versus which requirements will require a new design, build and test in the upgrade. Is the assumption that all of the requirements listed are already met in 9.1 and the request is to simply comment on which new features provided in 9.2 may simplify or enhance a design related to the listed requirements?

Answer:   All of the requirements listed in "Appendix A - Current Revenue Accounting Allocation and Distribution Capabilities" are current capabilities of ODT's 9.1 version of PeopleSoft.

Answer:   The payment is sent to the Ohio Administrative Knowledge System (OAKS) as described in Supplement 3, section 4.3.13.

Answer:   Requirements in Supplement 1 include both existing functionality and requests for descriptions of any additional features that are available through the upgrade. Please describe what the upgrade will provide in relation to what is being asked in the requirements section.

Answer:   What is meant is the regular (straightforward) journal entry in PeopleSoft. The entry is coming from PSRM.

Answer:   Yes, the vendor is responsible for upgrading the Oracle database if necessary. The current database size is 1.2 Terabytes.

Question:   Again, in section 1.4 of Supplement 1 you mention a Fall 2021 deadline, specifically “Contractor is responsible for composing a project plan that meets the fall 2021 deadline. This target includes all hardware, software, data, database objects, ETL processes, Cognos Reports, SPSS Models, and ALMS interface in production environment. The Contractor will provide a project plan with dates, milestones and responsibilities.” Is this deadline specific to the composition of the project plan or to the implementation of the project?

Answer:   Due to the length of time it took to post this RFP, the timeframe has been pushed out to anticipated completion by June 30, 2022.

See Attachment Two." This states if the "solution" has been implemented in one state or federal tax and revenue agency. Is this asking whether or not PeopleSoft as a product / solution has been implemented, or if the proposed implementation / upgrade vendor has past performance implementing in a state or federal tax and revenue agency? If this is asking for the proposed vendor to have past performance in a state or federal "tax and revenue" agency, can the wording be updated to include "PeopleSoft upgrade experience in either a state or federal public sector agency," rather than limiting it to only "tax and revenue" agencies? Please clarify. Thank you.
