Question:   Regarding, Attachment 9, second paragraph, how does the State want proposers to handle addresses and locations when services will be performed remotely on a “work from home” basis?

Answer:   If “work from home” is temporary due to the pandemic, please provide the site where they would normally report for work. The work from home location is still subject to the “Prohibition of the Expenditure of Public Funds for Offshore Services” RFP Section.

Question:   In the 2018 ED Steps procurement, ODE had identified two vendors that were precluded from bidding on the opportunity due to their involvement in authoring the technical architecture document and being involved with the agency prior to the procurement. Are those vendors still precluded from bidding on this opportunity?

Question:   In 2018, ODE released an RFP for the ED Steps system. What are the major changes that have occurred between that RFP and this new RFP? What led to the cancellation?

Answer:   The State has released the current RFP as a new solicitation and does not compare it to the previous iteration which was cancelled in order to re-release with revisions.

Question:   Can you share any findings or feedback from the in-progress One Needs Assessment pilot that may help inform our response to the RFP?

Question:   Can the ODE clarify which provided example project they are referring to in relation to Supplement 1 (Ref. page 39, Supplement 1 Response, Bullet 4)?

Answer:   Page 39 (of 49) of the Supplement 1 , Scope of Work document is the responsibilities and qualifications for the Cloud .NET Developers. The State was unable to find a project being referred to in Bullet 4.

Question:   For the required electronic proposal copy, can the ODE confirm that it would be acceptable to deliver a searchable PDF inclusive of all Technical Proposal items 1-20 in addition to the unaltered (except for vendor responses) word versions of Supplements 1-3, along with the required pricing excel file for Item 21?

Answer:   An electronic copy of everything submitted as the Technical Proposal must be included along with the Technical Proposal. Separately sealed along with the Cost Proposal, must be an electronic copy of everything submitted as the Cost Proposal.

Question:   Is the CCIP considered the source-of-truth for all of its data domains or does it rely on master data externally (e.g. users, school districts/buildings, etc.)?

Answer:   Data related to planning, funding and payment processing is stored locally at CCIP and should be considered the source of truth. However, some other data elements such as origination and person information are sourced from another system called OEDS.

Question:   Because the number of available services in the Azure Gov Cloud is fewer than those offered in the commercial cloud, can you provide a list of approved Azure functions/components or direct us to a list for review?

Answer:   ODE is currently using the following Azure components/services:

Question:   Can the ODE confirm that the only sections of Supplement 1 requiring a response are those listed in the Scored Requirements table on page 17 of the solicitation?

Answer:   The offeror must demonstrate a complete and coherent solution to Supplement 1 pertaining to the Project and not only sections listed in the Scored Requirements table. The State may reject incomplete Proposals.

Question:   In section 1, it states that CCIP, the current platform stores information on key federal education laws. Where is this stored, how is it updated?

Answer:   Applicable federal and state education laws are identified using the US Department of Education's website as per Elementary and Secondary Education Act (ESEA). Guidance on federal and state education laws are housed within the CCIP document library. Documents and guidance are updated by office leadership within the Ohio Department of Education.

Question:   We are considering a delivery strategy that includes a partner of ours that would utilize a near-shore development center. Their US operations are in Cincinnati. The development center is located in Columbia (South America). No data would be transferred or stored outside of ODE’s environment. Would ODE consider issuing a waiver to accommodate this arrangement for the Ed Steps project?

Answer:   The State would prefer the work to be performed in the United States. The State cannot guarantee approval ahead of the proposal and until its review has been completed.

Question:   We are excited about the opportunity to present our proposal for the ED STEPS RFP. After conducting our review of the RFP materials, we request the RFP opening date be extended three weeks, from March 17, 2021, to April 7, 2021. An extension will allow CapTech--and all other vendors--sufficient time to develop compelling and competitive proposals. Please let us know if you can accommodate this request.

Answer:   Unfortunately, due to the urgency of having a Contractor on board as soon as possible, the State will not extend the Opening Date past March 17, 2021 at this time.
