Video Production Services
Document #: DNRPWC025
Question: 3 quick questions 1. Is a host needed to ask the individuals being recorded the interview questions along with giving them directions and help or would DNRP be providing that individual to do that? 2. Is there a need for a photographer to get still shots for the video and social media sites? 3. Will you compensate for travel arrangements?
Answer: 1. No. Interviews will be scripted. 2. No. ODNR has plenty of imagery if that’s needed. 3. Not as something separate from the contract. Any expenses should be included in your base bid.
Question: Its a little bit hard to gauge the scope of the project on this RPF. How long do you see this video being in duration? How many parks do you see the video producer traveling to throughout Ohio?
Answer: 1.The requirement is a video no longer than 5 minutes. 2.Travel will be very limited. If any field locations are visited they will be in Franklin and Delaware County, Ohio. The requirement does not involve creating any new outdoor footage. The primary work will be taping interviews and testimonials.
Question: Hi - a few questions: 1) Will ODNR or contractor be responsible for writing the script? 2) Is the final deliverable HD? 3) Original music or needledrop music licensing? 4) Will we need to license stock footage of wildlife, park landscapes, etc, or will ODNRs archive provide enough material for the video? 5) When will the finalists be selected? 6) If ODNR is not a finalist, will the video need to be re-written or repurposed for another use? 7) Can we assume that meetings with ODNR will be virtual?
Answer: 1.Script creation will be a collaborative effort. 2.A format best suited to online use is adequate. We do not expect to broadcast this product. 3.Royalty-free music is preferred. 4.ODNR will provide B-roll as part of the project. 5.The deadline for application is March 27, 2021. We expect that finalists will be notified within 10 days. From that point we have 2 weeks to provide the video. 6.Not likely. The deadline for completion may be extended, but the content will remain the same. 7.Some meetings in person may be needed
Question: Question 1: Per page 1 under "Objective and Scope" it states video should be no longer than 5 minutes in length and that it will be used to submit for National Gold Medal Award, can the expectations and scope of the project be explained for a better understanding? Question 2: Per page 2 under " Deliverables and Responsibility" Is the incumbent responsible to shoot new video assets, or will they use existing assets provided by ODNR to edit? Question 3: What is the focus/goal of this campaign? Question 4: What is the expected viewing platform for the project, Social Media, OTT, or CTV? Question 5: What Ohio Parks are under consideration that filming will need to take place if the incumbent is to film for new video assets? Question 6: Should there be a consideration for the use of hired professional talent or voiceover?
Answer: 1.A general description of the Award can be found here: https://www.nrpa.org/our-work/awards/goldmedal/ The application for the award helps illustrate how the agency has made progress over a 4 year period in improving services, addressing constituent needs and providing for personal and community enrichment through outdoor recreation opportunities. Dimensions include adherence to mission and vision, culture, financial effectiveness, programs offered, etc. The National Recreation & Parks Association (NRPA) is the national professional organization for our industry. 2.Predominantly the vendor will us B-roll provided by ODNR. Some footage of interviews will need to be taken by the vendor. ODNR will identify those who need to be in front of the camera. 3.Primary goal is to support our application for a national award. If we are not selected as a finalist this product would be used as a general promotional tool for the Ohio State Parks & Watercraft. 4.Social media/Online. Not intended for broadcast. 5.We do not expect any filming of outdoor facilities on location. Any filming done will likely be limited to interviews which may or may not be outdoors. 6.Expect to provide a voiceover person. Any other talent involved in interviews (notable members of the community, Senior state leaders, etc.) will be arranged by ODNR
Question: 1. Will the ODNR team provide a script, including interview questions, or will these be developed in concert with the production company? 2. Will interview participants be filmed in studio or on location–and if on location, how many locations will there be per 8-hour shooting day? 3. Will a version of the final video be used for broadcast distribution or will this be predominately an online video?
Answer: 1.Developed in concert using the application for the NRPA Gold Medal Award as a guide. 2.We anticipate that no studio will be used. Interviews are planned to be on location (and probably indoors) in Franklin or Delaware County, Ohio. 3.We do not anticipate this being used for broadcast. Developing the project for online only is fine.
Question: To properly estimate, we would appreciate additional information on what and where a shoot might entail, based on the following requirements: c) Development of additional content to create the video d) Services to engage talent and/or notable figures to appear in the video as agreed upon with ODNR If new footage is indeed required, how many locations do you anticipate and where are they?
Answer: C.The additional content will include interviews. There should be no need to create additional B-roll or collect outdoor footage. D. Someone for the voice over is the basic need. If ODNR determines that notable figures should be engaged, we will make arrangements and the vendor will film the interview or testimonial. Any location would be in Franklin or Delaware County, Ohio. No new footage of our facilities will be needed.
Question: If you wouldn’t mind I have a few questions: 1. What filming do you see being needed? i.e interviews, b-roll action 2. Are there any examples projects you might like to emulate? Link to an example would be very helpful 3. Is there a budget amount set to base the project creative around?
Answer: 1.Expect two 8-hour days for interviews. We anticipate that no additional B-roll outdoor footage will be needed. March is not the best month for outdoor shots of facilities, leafless trees, few visitors, etc. 2.You may access our YouTube channel https://www.youtube.com/watch?v=jHyctTEvIog&list=PL8_Hl_KPBTkyefTyBPEwI1dvsY7b9Y2Zi to see what our people have produced, but this project is unlike any we have done. 3.We have not determined a budget for this project. We expect to have a better idea of what the cost will be after we receive some quotes.
Question: Is there a specific number and/or list of Ohio State Parks that you would like featured in the production? If so, can you provide a list of which parks those are? Do you have specific individuals you would like to feature in interview/speaking portions of the video, and if so, who are they? Thank you, Mike Cairns
Answer: Potential featured people may include senior state leadership and prominent members of the community familiar with our mission. Those names are being developed now and arrangements for them will be made by ODNR.
Question: Hi there, Double checking a few items re: this video RFP: 1) We understand ODNR will provide b-roll to assemble/edit this video piece together but will additional footage need shot and if so, is that footage obtainable in a "half-day" (up to 4.5 hours on site) or "full day" (up to 8 hours on site)? Telling us about additional potential footage needing shot helps the estimate become more accurate. 2) In the RFP, the verbiage about "illustrated" in the final video does not indicate graphics are needed, correct? (other than opening/closing and "lower 3rd" graphics already included in video production cost 3) Finally, in the RFP where it says, "Services to engage talent and/or notable figures to appear in the video..." in terms of using this "talent" to voiceover and/or "host" the video concept on screen, correct? (just making sure you did not want our bid to include more than one "talent") Thank you so much and looking forward to hearing from you. -)
Answer: 1.Please plan for up to 2 full days (8 hours) for additional footage. Little of it would be outdoors showing facilities (March is a terrible time for landscape footage.) Additional footage would be interviews with supports and advocates. 2.Correct. A better word might be "characterize" our agency. 3.Only a narrator/voiceover person would be needed. If we elect to include prominent members of the community for offering support of our efforts, ODNR arrange for them separately.
