Oracle Policy Automation Implementation
Document #: DBBWC-21-03-002
Question: What SSO technology / capability does BWC have? (Azure AD, Oracle Identity Management, etc.). If BWC has a platform, are they okay with utilizing the platform specific MFA capabilities? If none, will OSvC be the authenticating source?
Answer: We will be implementing ADFS in the near future, which does not provide for MFA. We would look to use OSvC as the authenticating source for that.
Question: What type of sessions were purchased (e.g., Tier 1,Tier 3, etc.)
Answer: BWC has both Tier 1 and Tier 3.
Question: Regarding Section 3.1 - Does the vendor selected need to use technology (PC) deemed only for this project? Can the selected vendor work on multiple clients from same device?
Answer: The vendor would be expected to work off BWC issued hardware (laptop or PC), and this machine would only be permitted to work on BWC tasks.
Question: Regarding proposal submissions - the language in Section 9 of the IFP states that we must submit three signed copies of our proposal and a single electronic copy of the completed proposal on a USB memory stick. It states that Proposal Responses MUST be submitted to the State Agencys Procurement Representative" and it lists the street address and an e-mail address. Question: Are we supposed to also send copies of the electronic documents to the email address in addition to the electronic copies we are required to submit on the USB memory stick? If not, what information are we required to send to the e-mail address?
Answer: We need an electronic copy of the proposal. The electronic copy can be sent either via memory stick included with the hard copies or via email.
Question: With respect to COVID and its restrictions, can the BWC department verify the on-site commitment as listed in the RFP? Also, are there restrictions for working remotely, and specifically with data?
Answer: On-site work will depend on the current state of COVID and restrictions. In the event that remote work is required, all necessary tools to connect to BWC through VPN services. There are no expected restrictions on the systems or data while working on this project.
Question: Were there any other products that were purchased that were meant to support this implementation?
Answer: We are also moving from on-prem Oracle Financials to the Oracle Services Cloud version, which will likely integrate with OPA for financials tracking purposes.
Question: Regarding Section 3 - There is mention of Workers Compensation Policy and Claim management related payables and receivables handled by BWC CoreSuite or Payment system as being out of scope. In section 3.2-Configured Interfaces these products are mentioned. Would BWC provide some insight into the use cases that will be in scope for this project?
Answer: BWC's current implementations for grants do not interface with the related systems, but we envision the possibility for interaction is present once the new solution is being built. We would look to the requirements gathering phase of the project to bear that out.
Question: Regarding Section 3 - Does BWC currently use any middleware platform? If so, which? (MS Azure LogicApps, Oracle Integration Cloud, etc.)
Answer: BWC does not have a middleware platform.
Question: Regarding Section 3 - Will BWC want SSO and 2FA during the initial launch or can this functionality be introduced in a later phase?
Answer: We would like to have both at launch.
Question: Regarding Section 2.2 - What is the current system of record for CRM, ERP, Notification platform?
Answer: We do not have a formal CRM tool. We are using Oracle Financials for ERP and are moving the cloud version, which is what we would want OPA to be connected to We are currently use Granicus' GovDelivery and Targeted Messaging Service for Notifications
Question: With OPA did BWC purchase an OSvC instance? Also, what type of instance will be used (e.g. FedRamp, Public Sector, Commercial?)
Answer: BWC has our own FedRamp instance
Question: Regarding Section 3.2 - Is BWC open to alternative suggestions for Training Phase 1 & 2? From experience, we would offer different training for the key users during Phase 1 than the end users in Phase 2.
Answer: We are open to alternative training plans as long as they address all necessary staff needs.
Question: Regarding Section 3 - Can BWC provide some use cases or process flows for how the integrations are intended to work? Including batch/interactive, number of fields to pass, bidirectional or unidirectional, etc.
Answer: The current systems contain approximately 270 fields, some or all of which may need integration into other systems. Real-time is preferred but batch is acceptable based on technology or business requirements/limitations. This is expected to be unidirectional, from OPA into BWC Systems
Question: Regarding Section 3.2 - Can you provide information that will need to be carried over (rough estimates of # of fields, real-time or batch integration?
Answer: There are approximately 270 current fields across the existing systems. We would prefer real-time integration but are open to batch if needed based on technology or business restrictions
