Question:   Regarding the Letters of Collaboration for Prong #1: Do these letters need to be secured/submitted with the application or is a plan to secure the letters expected? Page 8 indicates that the letters will be "Deliverables" which is typically what is expected at the end of the grant period however Page 44 Scoring is looking for the letters being provided with the application.

Answer:   Deliverable 1 requires entity to provide the Letter of Commitment from community partners. The entity is required to perform its responsibilities after the agreement is signed. ODJFS highly encourages entities to submit the letter with the application.

Answer:   ODJFS highly encourages entities to deliver all three areas of Prong 2: CARA Plans of Safe Care, QRTP Level of Care Assessments, QRTP After Care Planning. However, entity has flexibility to focus only on one or two areas of Prong 2.

Question:   How do we use these funds? We have to gaps with system representation at the family team meeting level. Can we go contracts with agencies to fill those gaps?

Answer:   The Grantee may go contracts with agencies to fill gaps with system representation at the family team meeting level. Grantees will have flexibility in allocating eligible funding within the scope of the RFGA while meeting RFGA deliverables and target population. ODJFS will reimburse grantees for actual allowable expenditures (actual deliverables expenses and expenses incurred producing the deliverables). The selected applicants will be required to submit invoices along with receipts and supporting documentation for actual costs incurred.

Question:   Prong 2 duties: Could you please clarify the expectations for Prong 2? It appears that the expectation of QRTP is to: 1) perform an assessment within 30 days and 2) provide at least six months post-discharge, family-based aftercare. Thus, is the expectation of FCFC/JFS to just monitor to ensure this is happening? Or is the expectation that FCFC/JFS will provide these functions?

Answer:   This grant is to assist with planning, not actually providing services. There was a correction to QRTP After Care Planning: Assists with discharge planning and family-based aftercare supports for at least 6 months post discharge. ODJFS highly encourages entities to deliver all three areas of Prong 2: CARA Plans of Safe Care, QRTP Level of Care Assessments, QRTP After Care Planning. However, entity has flexibility to focus only on one or two areas of Prong 2.

Question:   Budget Question: Based upon the release date of this funding opportunity, the funds will be for 6-7 months (max) with the opportunity for "optional renewals." Thus, are the maximum grant awards prorated for this 6-7 month time frame? Or would this be the total amount which would likely be available for a SFY22 full year grant? This information will be helpful in building our budget for the SFY21 period.

Answer:   Grants will commence upon notification of grant and funding approvals, and end on June 30, 2021, with the option to renew the agreement(s) for an additional 2 years. The agreement period is expected to run from approximately December 2020 through June 30, 2021, with an option renewal to be in effect from July 1, 2021 through June 30, 2022 if funds allow. Renewal of the agreement(s) will be contingent upon availability of funding, satisfactory performance, the continued need for the services described herein, and all required approvals.

Question:   The RFP identifies deliverables for both prongs that must be met for funding, but also states on page 6 that "ODJFS will reimburse grantees for actual allowable expenditures". This raises several questions. 1) Will grantees be reimbursed for producing the actual deliverables (plans procedures, etc.), or for expenses incurred producing the deliverables? 2) Is there a list, or could a list be provided, of allowable expenses? Our FCFC is struggling to identify exactly what this grant can and can not pay for.

However, page 13 (numbered page page 17 of document) says the entire application should be submitted via filedrop.

Answer:   The applicant must submit electronic responses using File Drop. Faxed or mailed applications will not be accepted. Applicants must go to the URL (the details are provided on the page 17 of RFGA) to submit a response electronically. Hard copies and faxed copies of application will not be considered.

How confident is the state that these extensions will actually be available to participating counties?

Answer:   ODJFS anticipates that the option to renew the agreement (s) for additional two years will be for the same award amounts and funding breakdown as identified in the Prong 1 and Prong 2.

Answer:   The entities may reapply anytime before March 31, 2021 if the application was rejected due to a technical issue. Further, please clarify that nonprofit business applicants may include in their application "Partnering Family and Children First Councils (FCFC) and Public Children Service Agencies (PCSA)". Finally, please confirm if an applicants "Partnering Family and Children First Councils (FCFC) and Public Children Service Agencies (PCSA)" would be considered Subgrantees for the purposes of this RFGA. Answer:   Partnering Family and Children First Councils (FCFC) and Public Children Service Agencies (PCSA) can apply for funding. In order to be considered for an award as a result of this RFGA, ODJFS requires that applicants MUST be either the county family children first council OR the public children services agency. The entity not applying must be a named partner to receive funding (i.e. the PCSA applies the Family Children First Council must be a participating community partner.) An applicant Partnering Family and Children First Councils (FCFC) or Public Children Service Agencies (PCSA) would be considered Grantee for the purpose of this RFGA.

Question:   Hello, I have two questions regarding the Communities of Support Grant. First, page 16 of the RFGA states "A copy of the application must be received by ODJFS no later than March 31, 2021 3:00pm." Is this referring to a physical copy of the application, and if so, can you please provide the submission address for the copy? Also, page 7 of the RFGA states the range of award notification dates as December 10, 2020–April 30, 2020, which must be a typo. Can you please advise the correct dates? Thank you for your help.
