The Agile coach is not listed as a staff position on the Cost Summary. How should we interpret the difference between the statement in Supplement One and the Cost Summary?

Answer:   Part One: The RFP Contract Negotiation section states “An offeror must not submit a Proposal assuming that there will be an opportunity to negotiate any aspect of the Proposal, and any Proposal that is contingent on the State negotiating with the offeror may be rejected.”

Part Two: Ohio SACWIS is a children services information system that contains confidential sensitive information per OAC 5101:2-33-70 | Statewide Automated Child Welfare Information System (SACWIS) access. There is Personally Identifiable Information (PII) housed in the system. The Contractor will have access to PII as a portion of testing and will be required to fill out a personal attestation regarding maintaining confidentiality of the PII.

Given that the scoring process for this procurement is a weighted rate card, the cost proposal does not provide a method for Contractors to provide competitive effort estimates for the items identified in this section.

Answer:   Part One: Yes, it is the intention of the State to jointly develop the SOW for SACWIS Enhancements. Part Two: : It is not the intention of the State to include this as part of the cost proposal, rather the State needs to understand how the offeror addressed similar enhancement requests in the past. Please refer to Supplement 1, section 4.2 Evaluation Criteria.

Supplement 1, Section 4.3, bullet h) refers to Contractor ‘help desk’ obligations beyond the end of the contractual Warranty period. Can the State provide the specific length of time the Contractor is expected to provide ‘help desk’ support beyond the contractual warranty period, and if not, would the State be amenable to modifying the Software Warranty RFP requirements on page 47 accordingly, to accommodate the State’s additional warranty obligations associated with this Contract (if any)?

Question:   Supplement 1 - Section 3.0 - General Scope of Work p.8, bullets c and k refer to activities required by the Contractor to support the State’s SACWIS Help Desk. Section 4.3 SACWIS Enhancements (page 11, bullets g and h) refer to obligations of the Contractors ‘help desk’ staff. Can the State elaborate on the difference between the required commitment for the Contractor to support the SACWIS Help Desk vs. the ‘help desk’ duties expected to be performed directly by the Contractor? Specifically, what activities are required over and above the obligations to support the SACWIS Help Desk in fulfilling the requirements for the Contractor ‘help desk’ defined in Section 4.3?

Answer:   Section 3.0 refers to the general scope of work within the office and what will be supported by the contractor. The Ohio SACWIS Help Desk currently consists of 5 staff who receive functional and data fix issues from agency system users by phone, fax and email. The contract resources provide support for resolution of the issues that come in from agency users. The expectation is for the vendor to provide assistance to resolve issues within the Production support and warranty maintenance period. Section 4.3 refers to the different phases of the Ohio SACWIS Enhancement cycle and the contractors responsibilities in each cycle (which overlaps the help desk assistance in section 3).

The offeror also must include the same information for an alternate client contact in case the State cannot reach the primary contact. Failure to provide this information or providing information that is inaccurate or out of date may result in the State not including the reference in the evaluation process or rejecting the offeror’s Proposal. The contact information given must be for a person within the client’s organization and not a co-worker or a contact within the offeror’s organization, subsidiaries, partnerships, etc." Question: Some proposed personnel may exceed the required qualifications but may not necessarily have client-facing experience. In these cases, will the State accept references from individuals from outside the clients organization? Such as former coworker or manager? In cases where proposed candidates have not had client-facing interaction and have been with the Offeror organization for more than five years, will the State accept references from within the offerors organization?

Page 8 If the vendor uses an Ohio Certified WBE (Woman owned) or Ohio Certified VBE (Veteran Owned) business as one of its subcontractors will the State count this spend towards the requirement contained in Section 1.4.

Answer:   The response is no. Although the state encourages the use of WBE and VBE firms, those entities will not satisfy the MBE requirements in the RFP.

Using an Ohio Certified WBE (Woman owned) or Ohio Certified VBE (Veteran Owned) business would not count towards the requirements for embedded solicitation. Subcontractors must be Ohio certified MBE vendors. The subcontractors can have dual or multiple designations but must have the MBE certification for the participation to count (for example a vendor can be a veteran-owned MBE or woman-owned MBE).
