Answer:   The platform software upgrade is in part driven by concerns about security and having some hardware and software out of maintenance from the supplier.

Answer:   This is not expected in the initial delivery unless it emerges as the least cost way to get the desktop application to fully supported platform software.

Answer:   No workstream migration expected. The State expects to start the workstream management for this project in ADO.

Answer:   Currently, PUCO uses TFP and VSS for source code repository. No workstream management platform is in use.

Answer:   No, there are no filing fees or other fiscal transactions associated with the DIS system.

Answer:   The Azure DevOps deliverable is to get the DIS application into the Azure DevOps.

Question:   Is upgrading SQL server upgrade to SS 2019 and IBM Content Manager to 8.6 in scope for the expected upgrade for DIS?

Answer:   The SQL upgrade will be done in house by existing staff. The Content Manager upgrade is in scope for this RFP initial delivery.

Question:   Does DIS (or any of the other apps on this platform) contain PHI/PII that may be subject to a BAA or other similar contractual control mechanism?

Answer:   DIS does not contain PII, PHI. There are sometimes files containing confidential and/or trade secret data that are submitted to DIS on applications or cases. These confidential documents need to have special handling to ensure only appropriate accessibility.

Answer:   Yes, the historic design and development artifacts will be made available to the awarded vendor.

Question:   Microsoft has announced they are no longer adding functionality to the VB language. Is the expectation to retain your existing source code and fix any breaking changes due to the framework upgrade or to rewrite the applications to the latest version of the .NET language using C#?

Answer:   Our intent for the effort in this RFP is to bring the existing code to current platform revision levels and address any outages caused by that upgrade.

Question:   OFFEROR MANDATORY REQUIREMENT #1 - Application experience as a Contractor providing development services for at least two (2) large, complex legacy .Net systems or the development of new .Net systems on projects similar in size and scope. One of the referenced projects needs to be support of a docketing function for a legal department. Each reference must be for an operational production system that lasted a minimum of twenty-four (24) consecutive months. Is this a soft or hard requirement? We do not have experience supporting a docketing function for a legal department.

Answer:   Revised response: The flow of documents is the life blood of the PUCO. An appropriate reference project that will fulfill these docketing requirements needs to be a system that flawlessly accepts, processes, stores, and makes accessible documents between departments and teams both within and external to the enterprise. The reference system must handle documents that range in size from small to over 50 Mb and securely handle files that include trade secret and confidential information. The reference system must be of the caliber to stand up to the reliability and dependability of systems that handle legal proceeding and decisions while still being straightforward enough to support new users seamlessly. This requirement is mandatory and must be fulfilled by either the Offeror or Subcontractor.

Question:   Does PUCO currently have any applications deployed in Azure cloud environment or in development stage in Azure cloud either by internal IT staff or through staff augmentation / outside vendor. ? If outside vendor is involved in Azure development can you pls share vendor details.

Answer:   The current staff at the PUCO has completed a Proof of Concept activity sponsored by Micro Soft, working with 10th Magnitude (MS' subcontractor) to move 5 applications to the Azure cloud. Although we had some successes, there is an authentication problem that we are working before any of the applications can be deployed to production.

Question:   If prime vendor is MBE, do we qualify for 10% MBE Set-aside or we have to still include another MBE vendor for MBE Set-aside?

Answer:   The prime vendor is not eligible to qualify. Ohio certified MBE subcontractors must be competitively selected by the Prime according to Requirements for Embedded Solicitation (RFP, Page 3).
