Question: Would the State be willing to at the minimum adjust the requirement from being a disqualifying factor to a scored portion of the evaluation of response if the vendor has met that designation in the previous 12-24 months?
Answer: The State is not willing to change this requirement.
Question: The RFP states a mandatory requirement of at least one (1) public or private client sites with at least 10,000+ concurrent users each within the past 60 months. If a supplier does not meet this requirement, will their response be rejected from consideration?
Answer: Yes, an offeror must meet the Mandatory Requirements in order to move to the next phase of the evaluation process.
Question: Would the State consider a vendor who proposes a qualified subcontractor that holds Platinum Elite, Platinum, or Gold reseller status to satisfy this mandatory requirement?
Answer: The offeror must be a Platinum Elite, Platinum or Gold Hyland Awarded Re-seller / Partner.
Question: Would the State consider revising this requirement to include vendors that have held Platinum Elite, Platinum, or Gold reseller status within the past three years?
Answer: The State will not be revising this requirement.
Question: Page 3 of the RFP states that the State is seeking “to create a Contract for the continued Build and Enhancements of the Enterprise Document Management Service for the more than 120 Agencies, Boards and Commissions across the State.” Can the State please provide a list of what agencies constitute the referenced 120 agencies?

Question: Is Hyland's foreign ownership a negating factor in any of the States cyber security rules and regulations?
Answer: All work for the State’s Document Management System is performed in the United States. All data for the Document Management System resides in the United States.
Question: Did DAS determine any other companies were qualified or even moderately qualified to perform this SOW? If so, please list them by name.
Answer: The Mandatory Requirement for 0A1276 is based on Hyland's Platinum Elite, Platinum or Gold Awarded Re-seller / Partner status.
Question: Did DAS perform full and complete vendor market research in order to determine the best in class, or is the State betting it hopes on one single agency deployment four years ago (ref OA1276_Supplement 1).
Answer: The Document Management Solution was obtained through a competitive process.
Question: Why would DAS issue a sole source Master Licensing Agreement to one vendor in ~hopes~ that "120 Agencies, Boards and Commissions across the state... COULD POTENTIALLY leverage the Service"? This seems onerous to these 120 entities that may have already implemented IT modernization procedures with other vendors, and may be further along in that process. (ref OA1276_Supplement 1).
Answer: The Document Management Solution is an enterprise solution that was obtained through a competitive process. This Request for Proposal is for the continuation of this enterprise solution.
Question: Pursuant to Ohio procurement regulation 125.09 C6, has DAS received its required waiver from the director to issue an RFP in which one de facto sole source vendor would result in the state agency paying an excessive price for the product or acquiring a disproportionately inferior product?
Answer: The Document Management Solution is an enterprise solution that was obtained through a competitive process. No waiver was required from the Director of the Ohio Department of Administrative Services.
