Question:   It is our understanding from the Q&A, that the stated purpose of this RFP is to create statewide uniform pricing for all state agencies. This type of “standing offer” arrangement is difficult to price, based on the Cost Proposal format outlined in Attachment 9. Are you looking for the license cost to include one user for the Media Database platform and one user for the Media Monitoring platform? Are you looking for an increased discount/reduced price based on the number of agencies who subscribe to these services. If so, is it acceptable to include pricing for additional agencies (for both the users and software)?

Answer:   We understand that companies may offer a variety of services across their platform and may offer variations of "package pricing." Our goal is to simplify the pricing structure and reduce costs so individual agencies are better able to understand those options, while being assured they are getting the best price possible. If there are additional savings available by "bundling" services, indicate that in your response.
In addition, if your cost proposal includes deeper discounts based on the number of agencies participating, seat licenses purchased, or similar "volume" measurement, please indicate that as well.
Please include additional costs such as set-up.

Question:   Do Agencies/Users require access to content prior to the start of this agreement? ie: news coverage from 2015 for benchmarking, research, and reporting purposes. If so, how far back?

Answer:   It is expected agencies would have access to whatever archived news system is generally available through the service. If that is not the case, or if it is an add-on feature, respondents should indicate how the storage/archiving works and what additional costs may be required.

Answer:   Respondents should elaborate on what monitoring system they are proposing and how it satisfies the requirements laid out in part one of the RFP:

Question:   Will the only users on this license be for the Department of Administrative services? If not, can you please confirm which departments within the State of Ohio require access to the platform as well as the total number of users?

Answer:   The purpose of this RFP is to create a statewide opportunity with uniform pricing and structure for all state agencies to secure these services.

Question:   Is there any particular format to follow, or should we simply draft our proposal and send?
Is this for one year agreement or two?

Answer:   Please see Attachment Three (Requirements for Proposals) on page 19 of the 0A1277 RFP for instructions on how to respond to this RFP.

Once awarded, the term of the Contract will be from the award date until the Project is completed to the satisfaction of the State and the Contractor is paid or June 30, 2021, whichever is sooner. The State may renew this Contract for up to two (2) additional two (2) year term(s), subject to and contingent on the discretionary decision of the Ohio General Assembly to appropriate funds for this Contract in each new biennium for a maximum contract term expiring June 30, 2025. Any such renewal of all or part of the Contract also is subject to the satisfactory performance of the Contractor and the needs of the State.
