Question:   If facilitating the scheduling of eight (8) to sixteen (16) meetings between OCTF and businesses within each of OCTF’s eight (8) child abuse and neglect regions - does this mean there will be a total of 64-128 meetings to be scheduled? Who will be presenting at these meetings?

Question:   Rasor Questions Client: Ohio Job and Family Services Campaign: Children’s Trust “Be a Hero in the Eyes of a Child” Date: 9/11/19 Due Date: Questions due 9/11/19, proposal due to client by 10/6/19 1. Please define your target audiences and desired outcomes for this campaign and rank them by percentage for emphasis. Is this primarily an awareness campaign or is prevention the primary goal? Do you have a priority ranking for the Ohio regions/counties based upon data? 2. What is your primary call-to-action by medium and target audience? How will you define success of this campaign? 3. What are the goals and success metrics for the business and organization target? 4. In addition to the April 2019 toolkit, what are the other creative assets available? Will there be production support from any previous marketing/branding partners? 5. Are there any metrics from the 2019 regional campaigns that can be shared? Was any creative testing or other research done and can that information be shared? 6. Do you have any first-party data that can be shared to set up the digital schedule such as eblast list, etc. or is there any engagement data from the website, previous digital or social media that can be used as a starting point? 7. The RFP includes a stipulation of experience in “all 88 counties” within the past three years. Based upon a current Ohio contract search, there are only five marcom firms with contracts and some of them are more specialized than Rasor including Singleton & Partners and Origo Branding. Is this experience a requirement or can you show capability for working across the state? 3.1 Mandatory Vendor Qualifications In order to be considered for the contract expected to result from this RFP, ODJFS requires that vendors must meet, at minimum, all the following qualification requirement: A. The applicant must provide a narrative and a copy of a report that demonstrates the vendor has completed at least one (1) project in the past three (3) years which demonstrates the vendor’s experience in effectively utilizing an organization’s established brand and materials to disseminate an awareness campaign through various formats and mediums throughout all eighty-eight (88) counties in Ohio. It should be clear that the tactics utilized to disseminate the campaign were tailored based on the capacity of the communities targeted to maximize engagement of the audience, e.g. utilization of print media tactics where internet reception is poor. Vendors which do not fully meet the above qualification will be disqualified from further consideration. 7. Is earned media such as PSAs included in this 75% stipulation below? Vendors are to propose their firm, fixed, all-inclusive cost. OCTF has up to $150,000.00 available for this project. Vendors must ensure at minimum that seventy-five percent (75%) of the funding is allocated towards actual media and advertising buys. The remaining funding may be used for personnel and project management time. Vendors are to use their expertise in pricing the work described in this RFP, taking into consideration any intervening steps or activities that must be performed in order to complete the work, even if ODJFS does not explicitly identify those intervening costs in this RFP, and offer their Cost Proposals accordingly. No separate travel expenses or any other type of expenses will be paid under the contract to result from this RFP.
