Question:   On pages 16-17, Section 6.1, regarding the following language: "A CD-ROM copy of the Cost Proposal must include all Cost Proposal components, including any required or voluntary attachments. The CD-ROM containing the Cost Proposal must be submitted in the sealed envelope containing the hardcopy Cost Proposal. Both CD-ROMs must be labeled with the vendor’s name, the RFP number, and the proposal submission date or proposal due date, at minimum." Question: May vendors provide electronic copies of the proposal via USB thumb drives instead of CD-ROMs? If yes, the same labeling convention as detailed in 6.1 will be complied with.

Question:   On page 35, Attachment B - Terms & Conditions, Question: Will ODJFS be willing to mutually agree / negotiate Terms and Conditions with the awarded vendor

Answer:   Per Section 5.6, B., Contractual Requirements: Many of the terms and conditions contained in the model contract (Attachment B.) are required by state and/or federal law; however, the vendor may propose changes to the model contract by annotating the model. Any changes are subject to ODJFS review and approval.

Answer:   ODJFS reserves the right to contact the references provided by the vendor at any time, prior to or after to award announcement.

Answer:   Competency failure will be defined by ODJFS, with vendor input and based on the curriculum and training provided.

Question:   On page 13, regarding the following language: "As part of the award, ODJFS provides the vendor with: The Position Descriptions for each classification (SDS1, SDS2, SDS3 and SDS4) so that the vendor can assess the increasing expertise needed across the four levels to meet their Job Duty Performance Level and..." Question: Is ODJFS looking for a fixed fee for the analysis of the Software Development Specialist classification along with 16 curriculum plans (one for each classification (4) and each technology (4)) as part of this RFP knowing that the SDS classification information could impact the training required to progress from SDS1 to SDS4?

Answer:   ODJFS cannot direct vendors in the development of their responses.

Answer:   : The goal of this initiative is the development of classification commensurate training and the confirmation of the technology competencies. Once this effort is completed, affected staff will be included in the ODJFS staffing models that include project mentorship and management.

Internet of Things including API’s & Microservices" Question: Is this 4 role based plans: sds1 that includes slasforce, kony, .net, and IoT? or will a salesforce SDS1 only focus on salesforce and a kony sds1 only focus on kony?

Answer:   The curriculum and training focus should be technology specific. With a few exceptions, staff effort will be on one technology

Answer:   ODJFS has developed a transformation plan relative to this effort that addresses staff and organization communication, a mechanism for feedback, reorganization and support. The training effort is significant component and finalization of the plan.

Answer:   ODJFS views success for this initiative as; The development a comprehensive training curriculum in the selected technologies that provides the knowledge to allow staff to demonstrate learned competencies based on classification. A defined process that provides repetitive training and validation effort that is available to staff unsuccessful in demonstrating technical competencies. A process that will allow future use of unexercised identified vendor training efforts.

Answer:   ODJFS assumes the reference to ‘other applications associated with these changes’ is speaking to other technologies outside our selected technologies. In this case the response is no.

Question:   On page 13, Section 4.3: Are there existing job descriptions or responsibilities documented for the job roles?

Answer:   ODJFS does have dated job descriptions for the identified 28 staff. However, these descriptions are not reflective of the selected technologies. ODJFS will update these job descriptions based, in part, on the vendor supplied curriculum and training.

Question:   On page 5, Section 1.2, regarding the following language: "...approximately twenty-eight (28) employees who are transitioning to supporting newer technologies." Question: Does ODJFS have any existing documentation about the 28 employee’s current skill level in relation to the four levels of Software Development Specialist and the employees existing knowledge of any of the four technologies?

Answer:   ODJFS has the expectation that the developed training plans assume that staff in each of the classification have no current working knowledge of the selected technologies.

Question:   On page 12, Section 4.1 re: Diagram (a): • What are the differences between the Position Classifications? Are the based on tenure or true industry knowledge and training?

Answer:   The Position Classifications distributions set work level and technical competence. These levels drive performance expectations, project work levels, completion times and training needs. These classifications are reflective of the ODJFS need to have individuals with the increasing ability to situationally apply analytical skills, deductive reasoning, technical and/or program expertise.

Answer:   ODJFS has the expectation of a curriculum model for each of the four classifications for each of the four specified technologies. Also included is the expectation for the testing process to confirm knowledge proficiency by technology and classification.

Answer:   The diagram on page 12, Section 4.1 referenced the development of the training curriculum and testing processes to be developed for each of the staff classifications within each of the specified technology. The table below represents the planned number of staff to be trained in each of the technologies by classification. Answer:   The diagram on page 12, Section 4.1 highlights the expectation that a training curriculum and testing process will be developed for each of the staff classifications within each of the specified technologies. The developed curriculum and testing will be exercised a second time for those staff that do not demonstrate knowledge proficiency through the testing.

Question:   For Section 4.1.H. under Create Training Curriculums page 7 could the State please clarify what the phrase “honors pre-purchased training” means or implies?

Answer:   This point references the mechanism that the vendor proposes to deliver the classes/training recommended in their developed curriculum. Our working premise is that the vendor will use their expertise to develop a custom curriculum tailored to staff capability i.e. classifications. The vendor training plan would be a combination of the number of developed classes per the number of staff to be trained. During the execution of this contract and If for any reason the number staff is reduced, resulting in a credit situation where not all classes would be exercised, the state would want the ability to leverage that unexpended training effort in the future without an expiration date.

Question:   Question 1) For Section I. 1.1 under Purpose page 1 could the State please clarify what the phrases “new training program acquisition” and “development” mean or imply?

Answer:   Question 1: This question was to ascertain vendor capability in developing training programs specific and tailored to requested identified needs and objectives. If an offeror does not have the experience in creating training programs, the question addresses the vendor’s experience in leveraging and customizing existing training programs and content from a third party to meet requested specifications. Question 2: The purpose of this question is to assist in developing a clear picture of vendor experience with evaluating training programs to assess technical merit and applicability ensuring that training goals and objectives are met. Group facilitation references the vendor’s ability and experience in delivering training in a group setting, with two or more people. Question 3: Advising skills references the process that would allow the vendor to accept, evaluate and address training delivery input from participants specific to the technology.
