Question: The instructions on page 9 indicate that Tab 4 (Attachment D, Cost Proposal Form) is part of the Technical Proposal. Is this the case, or should Tab 4 be submitted as a separate, sealed document? Thank you!
Answer: Per the RLB, the Cost Proposal should be attached as Tab 4 within the proposal. The Cost Proposal should not be submitted in a separate, sealed document.
Question: In Attachment A—Section I. (Required Vendor Information and Certifications) Part C, it states “Identify all state contracts which the vendor has had approved by the Controlling Board since the beginning of the last fiscal year (i.e., since July 01, 2013) through this fiscal year to date.” Is the year meant to read 2017? Or do we report all contracts since FY 2013?
Answer: There were no proposals submitted during the first post.
Question: 1. The Mandatory Requirements state that “the project manager should have a Master’s Degree in one of the following fields: business administration, public administration, mathematics, finance, statistics and/or quantitative management” (page 4). Would a project manager with a Ph.D. in sociology with a focus on survey methodology and statistics be considered to meet the requirement? 2. What is the reason that this RLB is a repost from February 2018? Thank you!
Answer: An advanced degree in another field but with a focus on statistical and data analysis will also be considered.
