Question:   Regarding identify management through Bureau of Motor Vehicles: Please confirm this assumption: The verification/validation of citizens profile will be based on the license number provided in the profile section of app available through user registration and update profile. This system will have an API exposed for the mobile app to consume and integrate with.

Answer:   The BMV data to be passed by the application would be the state license or state identity card number, first initial, last name and birth date. If ODX will not be providing this service IIB will be configured to accept the request from the mobile application and handle sending and receiving the response back from the BMV.

Question:   Regarding IBM Integration Service BUS: Please confirm or correct this assumption. This system exposes the services of BMV and ODX, so the application will integrate with IBM Service BUS only to interface with other systems of ODJFS including the Portal Services i.e. Content Management. No other functionality or integration to the BUS is required

Answer:   Integration with the BMV may use IIB. All database access from mobile applications will utilize IIB. ODX may make available services to use the BMV data as a secondary identity proofing services. If ODX provides this service there will be no requirement to use IIB for BMV data. Document uploads and retrieval will utilize IIB.

Question:   Regarding ODX: 1) The application will authorize the application users against Identity Management system called Ohio Digital Experience (ODX) which has inherent capabilities for including Identity Proofing, Fraud, Logging, etc. No additional development effort is required outside of integrating to that endpoint. 2) Do existing web services or API’s exist that the mobile application can consume, or do they need to be developed from scratch.

Answer:   Web services and API’s are in places for OHDX, these services provide data entry using web and mobile responsive screens for registration processes to create a user account, password reset, authorization and passing security tokens to the respective application.

Question:   1) Could the State please advise as to whether vendors must propose a project manager? Otherwise, could the State clarify who will act in a project management capacity to oversee resources proposed for this project? 2) Could the State please confirm whether it would prefer an hourly rate for each proposed practitioner or a fixed cost for each deliverable requested?

Answer:   1) The State will provide project management oversight. 2) Item 6 page 9 states that for each deliverable, a description, estimated time and cost is to be proposed. The rates and number of hours for each resource should be provided for the respective deliverable.

Answer:   Vendors should present resumes for all candidates they are proposing.

Answer:   1) 1. Per the RFQ, ““ODJFS will recommend for award of the Purchase Order to the technically qualified certified Ohio MBE Vendor with a current STS contract with the State of Ohio offering the quotation most advantageous to ODJFS determined by Vendor qualifications and cost, at ODJFS’ discretion.” 2) Proposals are to provide estimated hours and staffing based on vendors experience with the defined deliverables.

Question:   Hi, Here are the questions and we would appreciate your clarifications: 1.Is JFS currently using Kony platform for any other mobile applications? If yes, is it developed internally or by a third party vendor? If it is by third party vendor, please indicate the name. 2.On page 2, it is stated that the work will be completed by 6/29/18, whereas on page one the estimated end date is 8/31/18, please clarify. 3.The scope, estimate (232 hours) and team (two resources) are JFS’s internal estimation or JFS used third party vendor? If it is by third party vendor please indicate the name. 4.The scope includes project management, documentation, training and requirement gathering in addition to development, configuration and implementation. How do you plan to achieve these activities with a team of two resources? 5.It is indicated on page 2, that “The expectation is that up to two (2) resources will be required full time for a total of two-hundred thirty-two (232) hours each” but on page 1,Vendors are expected to provide a plan for the approach, estimated timeline and milestones. What do mean by “estimated timeline”, whereas it is defined clearly in the expectation that 2 resources are required for 232 hours? Please clarify. Thanks

Answer:   1) The Kony platform is the ODJFS standard for Mobile development for applications that are developed by ODJFS or developed by vendors for ODJFS. There are three projects under construction. One project is being developed by Advocate Consulting Group. The other two projects are being developed internally. 2) The hours were estimated by ODJFS and were based on regular business hours remaining in SFY18 if the contract is awarded by mid-May, the State acknowledges there may be remaining work that would need to continue to the next Fiscal year if the funds are available and an extension occurred. 3) The hours were estimated by ODJFS and were based on regular business hours remaining in SFY18 if the contract is awarded by mid-May. Proposals are to provide estimated hours and staffing based on vendors experience with the defined deliverables. 4) The expectation is that the vendors proposed staffing will have the necessary skill sets to schedule the work needed by working with the ODJFS project manager and performing the technical aspects of the work. The proposed staffing must be highly experienced in planning, design and utilization of the Kony platform. 5) The hours were estimated by ODJFS and were based on regular business hours remaining in SFY18 and an award date in mid May. Proposals are to provide estimated hours and staffing based on vendors experience with the defined deliverables.

Answer:   1) Vendor's submitted quotations are required to be a valid USA company with a current Department of Administrative Services State Term Schedule (STS). 2) ODJFS will not meet any potential vendors before quotations are submitted. As listed in the RFQ, if selected, vendors will be contacted if a candidate is selected for a interview. 3) No, quotations must be submitted via in person or mail on or before the posted due date.
