Question:   1. Should social media content strategy and asset development be included in this scope? Will TourismOhio or the selected agency partner be responsible for ongoing community management? 2. What are the top focus markets for targeting to bring tourists to Ohio? Are there any high priority regions or states? 3. As measuring success is part of this scope, will the agency be given access to requested media and site analytics? Are you open to primary research to track brand health, or is your primary interest to gauge awareness and sentiment through identifiers such as social media monitoring? 4. Are you able to share current brand awareness, consumer engagement, and brand affinity metrics with us as we develop The Plan? Or will this data be available at a later date once the agency partner is selected?

Answer:   1. Content strategy and development is needed for our social channels. TourismOhio primarily focuses on Facebook, Instagram & Twitter. Planning, execution, and community management is handled by TourismOhio staff. 2. In 2017, paid advertising focused on Ohio, Detroit and Pittsburgh markets. The majority of our visitors come from within Ohio, contiguous states, and within a day's drive. In 2018, we plan to expand the buy outside Ohio. Specific markets have not been determined at this time. 3. The selected vendor will have access to all research & analytics available to TourismOhio. The selected vendor is expected to provide insight and advice on primary research, which will be issued as a separate RFP and paid through a separate contract. 4. The brand is in its infancy, only baseline setting research has been done on brand affinity, to date. That proprietary information will be shared with the selected vendor. Strategic planning and other brand materials are available to advise planning.

Question:   PART ONE: Under part one the RFP lists “Structure of this RFP.” The structure items listed include the Appendix items. Is there an expected structure (suggested order of the elements within the RFP response) for the other parts of the RFP that you are asking the creative services vendor to provide? PART TWO: SCOPE OF WORK Is the current Ohio tourism market research, media data and past campaign performance data/insights available in full for review? If yes, please advise how we could obtain this data in time to have it to review before RFP is due. You mention the goals will have KPIs such as brand awareness and perception, lift and engagement. This includes number of visitors, length of stay, amount visitors spend, etc. Can you share how that KPI information is obtained? Can you clarify if the creative services vendor is charged with executing any of the research or follow up needed to obtain the KPIs? If the client will supply this and not the vendor, how often will this info be available and how will the vendor be informed of it? What are some example of tactics that TourismOhio currently uses to measure brand awareness? PART TWO: PLAN OF ACTION When you request the number of employees in Ohio whose primary function is creative development and production. Should this number include any strategic partners that we plan to bring in on this initiative? The RFP states: “The plan includes the success of brand awareness using industry-accepted tools and practices”….and “reporting outcomes is expected for all work conducted for TourismOhio.” Can you clarify what you mean by the “tools and practices” and what “reporting outcomes” means in this context? It states that Vendor “will be required to execute tactics which may or may not be included in the Plan”. We would like to confirm that these “tactics which are NOT included in the plan” do not need to be included in the pricing (because currently we do not know what these tactics are). VIDEO PRODUCTION SERVICES Can you clarify your definition of a “high quality video?” Can you clarify your definition of a “broadcast-quality video?” FEE STRUCTURE In this RFP you ask for pricing that is “comprehensive and complete.” Can you define this? Does “comprehensive and complete” mean that any vendor who provides a bulk price, but also has some notations of possibly variations that might affect the pricing would be penalized for not submitting complete pricing? The RFP states that “Over the course of the 2-year contract, the specific number of individual deliverables will change. Explain your pricing structure, whether hourly, monthly, by milestone or other. A cost estimate should be provided if all elements included in the plan of action were approved for execution. In addition, please provide ‘per service’ pricing. Does this mean that the “comprehensive pricing” (all inclusive) that the vendor would provides would also need to have a line-item version so that pieces and parts could be added and subtracted by client? If this is the case, would the creative vendor be guaranteed a certain amount of work that is a minimum? You ask for per-service pricing. Does this refer to only per-service pricing for the services in the 2 year plan? Or does this refer to every major service that the vendor offers, regardless of whether it appears in the 2 year plan? PROPOSAL SUBMITTAL The RFP says this must be submitted via email but provides a mailing address. We would like to confirm whether you would like any hard copies of the proposal dropped off and/or sent via mail to the address you list? RFP says all sample work (multimedia) can be submitted via a file sharing link and that must be approved by IT in advance. How do we get this approved in advance of the RFP submission date? When the RFP asks for timeline, are you asking for a timeline for the overall two year plan, or timelines within each specific deliverable? In fee structure you mention “

Question:   PLAN OF ACTION: The RFP states that “respondents will propose a two-year Plan of Action to strategically advance the TourismOhio brand and increase awareness, consumer engagement, and affinity for the Ohio visitor brand.” Can you clarify the meaning of that statement please? Does it mean that the vendor is charged with only creating the content designed to meet the goals above, and that the client and/or another vendor would execute the tasks once the content is created to meet the goals? Or are you asking the vendor to create the content AND take the next steps to execute the tasks to meet the goals? If yes, I would like to confirm that “executing tasks to meet the goals” might include things like media buying, conducting a social media campaign with the content, conducting a content marketing campaign with the content, conducting a media relations campaign with the content, etc.) FEE STRUCTURE: Understanding that different types of creative content require different budgets, is it permissible to give various budget levels related to various levels of a creative deliverable? For example: Would it be permissible for a web video to have 3 different fees associated with it, depending on the specs of the web video? (A longer video might cost more than a shorter video, a video with a certain quality of camera or crew might be a different cost than a different type of camera or crew.)

Answer:   TourismOhio works with many vendor partners toward the same goal. This RFP for Creative Production Services seeks a vendor to develop the brand right content used across platforms in our marketing mix. Other vendor partners are responsible for: media buying, public relations, publication and printing, fulfillment services,etc. While the vendor awarded this RFP creates content for the work of those vendors, they also advise TourismOhio on best practices related to content creation and marketing. For example, there is currently limited original video on our website. To deliver an authentic, experiential brand that proves to visitors they can find whatever they're looking for in Ohio, TourismOhio knows it needs more web videos. What's the right length, number, style and frequency and how does that balance in the overall creative content plan? The overall plan matters because if all resources are producing web videos and there are no layouts for a digital campaign, it won't work. Please see the current media buy timeline added to the end of the RFP. Fee structure: various budget levels related to various levels of deliverables are welcome. For the overall plan, we are looking for recommendations based on best practices toward achieving our goals. Feel free to add to the per service grid.

Answer:   Only the services agreement has been included in this RFP posting. The selected proposal and a scope of work will be required to be signed and adhered to by the selected proposer along with the other included required attachments in the RFP Appendix 1 and 2 to comply with Executive Order 2011-12K.

Question:   In trying to put our best work into your response we have a few questions regarding the Work Plan requested. Are you looking for a 2 year Marketing plan? Or, are you asking for a timeline that allows for the planning process to be inclusive of the TourismOhio team and partners? Unless we are misunderstanding TourismOhios ask we will need the following information in order to submit a 2-year Work Plan..can we please get a copy of the current marketing strategy, research Cult conducted, creative briefs, projected media plan for 2018 along with planned KPIs? If the 2018 media plan is not available can we get the 2017 media plan? We did search around on your site for the requested information but was not able to locate. Thank you. Thanks!

Answer:   We are looking for a 2-year marketing plan that builds upon the work-to-date and further creates awareness for the Ohio. Find It Here. brand. The selected vendor partner will be involved in collaborative meetings with the TourismOhio team and other vendor partners to refine and enhance the plan. Given the infancy of the brand, the objective is to continue to turn heads to Ohio, create awareness and drive overnight visits by aggressively promoting Ohio as a destination of choice. To date, we have advertised in Ohio, Detroit, and Pittsburgh targeting behavioral audience segments within three generational groups (Millennials, Gen Xers and Baby Boomers). While the various research we have conducted is proprietary, it has advised the Strategic Plan for TourismOhio, which can be found at: http://www.ohio.org/about-tourism-ohio/tourismohio-strategic-plan The 2017 Media Flow Chart and Creative Brief have been added to the Associated RFP documents. Question:   1. Can you clarify if there is a paid monthly retainer or will the agency invoice TourismOhio on a per project basis? 2. If per project, will there be progress billing, or only billing at the completion of each individual deliverable (i.e. - per TV commercial or per print ad, etc.)? 3. What will the payment schedule be? 4. As an example, for large production projects (i.e. - TV commercials), it is common practice to pay partners (i.e. - directors, production team, talent, etc.) 50% upfront, please advise how TourismOhio handles payment for these scenarios?

Answer:   Per state policy, the Ohio Development Services Agency has no legal authority to provide payment to a supplier prior to receiving a good or service. TourismOhio is seeking a vendor to provide turnkey delivery of the projects. Generally, vendors invoice on a monthly or quarterly basis for the goods or services provided, or milestones met, in the previous month or quarter. For evaluation purposes, the ability to complete quality work on a timely basis and the total cost will be considered, not frequency or timing of payment. Please provide your pricing structure based on your 2-year Plan. It would be helpful to evaluators to have a timeline as part of your Plan, which includes timing on various parts of the project. It is also required to provide individual pricing on the items listed in ‘per service’ pricing under the fee structure. This provides TourismOhio information should there be additional needs during the course of the 2-year Plan.

Answer:   Based on a recent digital campaign, there were 26 executions in a uniform style, some of them leveraged the same photos, the same headlines, call to action, but each execution required various sizes for the digital flight.

Question:   1. What are the DSA contractual requirements for the agency in regards to insurance & liability coverage in order to indemnify the state? 2. Are all subcontractors required to have the same insurance & liability coverage?

Answer:   The DSA contract does not contain specific insurance requirements. Proposers should have insurance coverage as generally required for the services they provide and liabilities they are subject to. The services contract does not require specific insurances or amounts, so, it does not specifically require them of subcontractors either. The DSA Standard Agreement for Services has an indemnification limitation of liability to not exceed the amount paid to the vendor under the contract.

Answer:   This inquiry appears to be submitted on the incorrect RFP (should be under DEV18TOU05), however the answers for this (RFP # DEV18TOU04) are below: The high quality web videos should be 1:30 - 2:30 in length and the price should be broken out on a per project cost. The Broadcast quality video should be :30 in length (standard commercial). This cost should be all-inclusive.

Answer:   1. This RFP is asking for a Plan of Action for Creative and Production Services. If selected as the vendor, how would you increase brand awareness, increase consumer engagement with and affinity for the Ohio visitor brand? How would you use that to encourage consumers to visit Ohio. Answer:   This RFP is asking vendors to provide their best plan to engage tourism industry partners and consumers with the brand, as well as the cost of delivering all the elements to execute their plan. We are looking for pricing that is comprehensive and complete. We are also asking for pricing on individual production elements in the event the Plan the successful vendor presents does not include content and we later determine is necessary for execution of the goals of TourismOhio. This separate individual pricing will advise TourismOhio on future cost expectations.

Answer:   1. Media Planning and Media Buying are not part of this RFP. We are seeking a vendor to provide Creative and Production Services to develop creative assets. 2. Ohio is a four-season destination. 4. We are selecting our creative production agency for the next two years. We would like to know what you would do, can you do it, how would you do it, what have you done before that demonstrates what you could do for TourismOhio, and what it would cost for you to do it. 5. Answer:   1. Audio Clips: Recognizing that voice recognition is playing an emerging role in digital advertising thanks to Amazon Echo and Google Home, we want to make sure we are prepared in the event we have needs in the next 2 years. 2. The high quality web video would be something that could be used on Ohio.org, for pre-roll, digital video ads, or in social media. We would like to see this addressed as original video production.

Answer:   It is a Development Services Agency policy to bid each opportunity every two years. Two years ago, TourismOhio issued a contract for Brand Architecture & Positioning. That work is completed. A quality brand resulted, an authentic call to experience all Ohio has to offer. Answer:   We are looking for all-inclusive, one-time-only costs so there are no limitations or restrictions on use. Our talent release requires: all media, worldwide, in perpetuity.

Question:   Thank you so much for the opportunity to submit inquiries - I have a few short questions: 1. While Post House Creative is a full-service video, motion graphics/animation, & design content production creative house - we have some great Ohio-based strategic partners that specialize individual elements that could come into play for a project like this (i.e. Marketing research, tracking of analytics, application/digital development, etc.) - would this be acceptable to the The State of Ohio? And, if so, how would you prefer this be noted in the RFP Response? 2. For pricing on some of the individual deliverables (such as High Quality Web Video or Broadcast Quality Commercial) - there are many variables that can determine pricing that cannot likely be addressed before a creative direction/overall scope is known. Therefore, can we submit common budget ranges for these type of deliverables? (Meaning, we produce :30 TV spots for $5000...$50,000...and $150,000+ - however, most of the :30 TV spots we shoot/produce fall in the $10k-$25k range) As most vendors in the creative space, we sell expertise and time - so, before we know how many people, how much technology/gear, and how much time well need to execute the creative - hard to arrive at a specific price. Fair? 3. As a creative boutique - PHC has a number of significantly experienced and awarded creatives on staff full time - but, we also have a large team of regular, consistent, Ohio-based freelance/contracted creatives we use as well - is this acceptable and if so, how would you prefer that be noted on the RFP Response? 4. Answer:   1. As stated in “General Requirement - #3”, where there are sub-contractors, it will help the evaluation team if the specific role of “Strategic partners” in the project, nature of the relationship(s) between the applicant vendor and the “strategic partner” is clearly outlined and an explanation of how the administration of the delivery of work to TourismOhio will occur. 2. In addition, the RFP asks for specific item pricing, in the event the items are needed, on a per- item basis, during the course of the term of the contract. To assist the evaluation team, the more specific the pricing the better. Where a range is provided, the highest amount in the range will be used for evaluation purposes. Feel free to include more detail about an item to aid the evaluation team. For example, you may elect to quote a one-camera shoot and provide another line for pricing a two-camera shoot, the more information the evaluation team has, the better. 3. Generally, the leadership of the company is outlined; primary staff on the project is identified, including their experience. All personnel that will execute the elements of the Plan you are proposing should be identified, both by experience and the parts of the project they will execute. In addition, if any are sub-contracted, partner companies, or freelance or contract employees, they should be identified, as well as the nature of the relationship (see your Q#1), as well as experience with the primary vendor. If items on the individual pricing list are executed by another vendor, please make this clear, as well as providing as much information about the outside vendor as possible. The more information the evaluation team has, the better able they are to review the Plan. 4. Ultimately, you want to show your best work that demonstrates to evaluators you can provide the best product for TourismOhio. See the section of the RFP titled, “Please Submit Project Samples or Consideration”. The samples/case studies and supporting information should demonstrate the items on the list. There is no requirement that examples are for travel/destination clients. See the section of the RFP titled, “Proposal Requirements”, which does require experience, knowledge and activity in travel and tourism.

Answer:   Please provide answers to General Requirements and Proposal Requirements. General Requirements is the baseline information to select a vendor. For this RFP, the successful bidder must be an Ohio company. That is not an item that will be scored, since it is a 'yes' or 'no' result where a 'no' would disqualify the respondent. The Proposal Requirements are the elements of your Plan of Action and the additional product pricing we have requested. The scoring rubric is provided to show how proposals will be scored. Please answer all questions. There is no requirement that they be answered in numerical order. In some cases, it may provide clarity.

Answer:   Research will be bid and paid for under separate RFP(s) by the Ohio Development Services Agency/TourismOhio. (Not as part of the pricing in this RFP). Vendor partners will provide advice and insight on methodology and approach in the process to determine what research is needed.
