Question:   The purpose of the project in the RFP mentions pre-apprenticeship programs. Can this be a focus deliverable of the proposal on its own, or does it have to tie directly to a registered apprenticeship program as well. For instance, could we develop a foundational pre-apprenticeship program that applies to multiple registered apprenticeships.

Answer:   Any pre-apprenticeship program will have to be part of an RA program that will be developed and carried out by the selected applicant. Funding, however, will only be applicable to registered apprentices and not pre-apprentice activities.

Question:   On page 3, Section II 2.1: It states that the due date is "May 26". On page 14, Section VI 6.1: It states that the due date is "May 24". Which is the correct due date?

Answer:   The due date is May 26.

Question:   On page 8 Section IV 4.1 H: What is a "structured RA program"?

Answer:   There is no such reference in 4.1 H. However, the RFGA is seeking applicants to provide a “group-structured” RA program, which is a single entity that executes, and is responsible for, compliance with all state and federal requirements for a group of multiple employers pursuant to Ohio Administrative Code 5101:11.

Question:   On page 7, Section III 3.2 D: Please explain the difference between an "RA Program" and a "Traditional Employer Sponsor"

Answer:   A reference to “RA” was inadvertently omitted. The text should read “Working with RA programs or traditional RA sponsors.” This is asking whether an applicant has any experience with RA programs in any capacity—by providing coursework that is related to a RA program or being more actively involved and working directly with an employer RA sponsor.

Question:   On page 7, Section III 3.2 B: Please provide examples of "intermediaries".

Answer:   For purposes of the Registered Apprenticeship expansion, an intermediary is an entity that serves as a conduit between employers, other industry partners, and the state to accelerate apprenticeship program development and to support the development of sector-based partnerships at the state and local level.

Question:   On page 7, Section III 3.1 B: Describe what you mean by "sample of course curriculum"

Answer:   This can be a summary of the courses relevant to one or more targeted industries that the applicant will include as part of its college RA program(s).

Question:   I would like to ask a clarifying follow-up question to the manufacturing definition. If my college has an electrical company/employer who does work in both a manufacturing employer facility and non-manufacturing facility, is the electrical company still qualified under the terms of this grant? Or must the electrical company only do work within a manufacturing employer facility to be qualified?

Answer:   It would have to be an actual manufacturing employer training manufacturing employees.

Question:   Can an institution apply for more than one award if want to administer apprenticeships in multiple disciplines?

Answer:   No. A Registered Apprenticeship sponsor can train in as many different occupations desired all within one umbrella. Each occupation can embed specific and individual training hours and program design within one total program plan.

Question:   Within manufacturing as one of the four sectors of focus, will you consider traditional trades such as electrical, plumbing, construction, etc.? Can you please define specifically what you qualify manufacturing to be? Many thanks.

Answer:   Construction (residential or commercial) is not part of this initiative. Any occupation within a manufacturing employer facility is eligible for this opportunity.

Question:   Can you define what you mean by "Business Services" as one of the four sectors? We have an idea, but we want to make sure we are approaching this correctly. Thank you!

Answer:   "Work that supports a business but does not produce a tangible commodity, in other words a service provider to a business". Examples include: Accounting, design, maintenance, printing, administration, and human resources, etc. Any service supporting the infrastructure of a business.

Answer:   Sorry for the confusion. The Procurement Timetable has the correct due date, May 26, 2017.

Question:   Just want to confirm Friday May 16th at 3pm as the deadline. On page 14 of the RFGA, "May 24, 2017" is identified as the deadline, although elsewhere in the RFGA (page 3, procurement timetable) it is listed as May 26. Please confirm. Thanks! MikeM

Answer:   Sorry for the confusion. The Procurement Timetable has the correct due date, May 26, 2017.

Question:   Is the Standard Affirmation and Disclosure Form the same as the Location of Business Form. Location of Business form is provided in RFP attachments but the Standard Affirmation and Disclosure form was not included as an attachment to the RFP. If they are not the same, do we include them both in Tab 1?

Answer:   It is located in Attachment A, Section I, number 9 on page 2 of Attachment A. Applicants are to sign all three lines in that section and include in Tab 1 of their applications.

Question:   May a consortium of three institutions apply together on one proposal in effort to align our offerings?

Answer:   Yes, however, one institution must be designated as the Lead institution and the Lead would have to meet all the criteria listed in the RFGA, it would also be up to that consortium how to split up the money as they would receive one award for $30K, not 3 separate awards.
