Answer:   1)a) The requirement is still in both Federal regulations and in 5101:2-15-02(C) of the Administrative Code. The Federal Office contracted with NACCRRA in 2000 through 2012 to a Quality Assurance program that certified best practices. However, in 2017 no program is in place to certified best practice. While the rule is in place, ODJFS will not require a program to be certified as best practice unless a new vendor is in place or new standards are developed.” 1)b)i)-Items such as but not limited to reports, publications, state wide recognition, documents from governmental agencies, documents or reports from nationwide providers or governmental agencies. ii)-Tab 5 but referenced in materials for Tab 2. iii)-50 page limit is a "hard" requirement with the exception of Tab 1 and Tab 5. See above answer in addition. 2)a)i)-Tab 2 ii)-"Applicants must limit their Technical Application (excluding Tab 1 and Tab 5) to 50 pages." iii)-Resumes are needed for Program Manager, Fiscal Manager, and Data Manager and for any other key staff. Key staff has to be defined by the applicant. As an applicant is responding to Section 3.3, they need to be cognizant that their answer needs to adequately explain how staff meet the all requirements of the section. 3)a)-See the requirements listed in 45 CFR 98.33 and JFS form 01224 which may be access here: http://innerapp.odjfs.state.oh.us/forms/file.asp?id=171&type=application/pdf b)-Child experiencing homelessness means a child who is homeless as defined in section 725 of Subtitle VII-B of the McKinney-Vento Act (42 U.S.C. 11434a). Question:   In 4.1, Scope of Work, C. 2. Health and Safety, it says grantees must "offer or partner" to provide health and safety training. Must grantees pay for that training, or simply refer providers to health and safety training?

Answer:   Grantees do not necessarily have to pay for all types of training for child care providers. Selected grantees will need to offer or partner with entities capable of meeting the required training needs. Different types of training may have costs associated to them for child care providers. Training provided by the State of Ohio is free but training by other selected partners in the region may have some sort of cost associated with the training.

If so, will ODJFS provide training to at-risk family counselors? 2) Funding Structure a) Page 16: 4.5 –ODJFS has copied 45 C.F.R 98.5(a) Administrative costs, which state not more than five percent of the aggregate funds expended by the Lead Agency… shall be expended for administrative activities. Please define Lead Agency. b) Prior RFGAs contained 10% administrative cost allotment. Per Uniform Grant Guidance (UGG) from Office of Budget and Management, grants with federal funds allows 10% admin unless there is an indirect cost agreement that states otherwise. If agency applying is required to use 10% administrative cost allotment due to the federal funds guidance, will this be accepted by ODJFS? c) The remainder of the grant (not including administration, and paragraphs A and B above) must be spent on the following: Thirty percent (30%) of funding will be directed toward outreach, forty percent (40%) will be directed toward professional development, and thirty percent (30%) will be directed toward technical assistance. The amounts of overall funding will be determined for each SDA by a formula and adjusted every two (2) state fiscal years. The formula is contained in Appendix C. of this RFGA. The formula in appendix C lists 70% providers, 20% family, 10% community. Which formula is to be used? d) Page 17: 4.5 i) Reimbursement will be on a monthly basis, based on actual activity expenses, up to specified limits, and as documented by reports and proper invoicing… Please define specified limits. ii) Grantees will need to provide backup documentation to justify the expenditures that they are seeking reimbursement. Please define backup documents requirements. e) Quality Performance Incentives i) Page 17: 4.6.A.1-3 – Are Type B providers included in these SUTQ rated programs targets? 3) Application Format & Submission a) Page 25: A.4 – Is a separate budget required for each of the two state fiscal years 2018 and 2019? b) Page 25.A.4 – Are invoices to include separate reporting of expenses related to infant-toddler age services and related to school-age care services as prior years?

Answer:   1)a.i-Training needs and types of training will evolve over the course of this grant life cycle. Specialized training is a place holder for additional, changes, and/or new types of training requirements that JFS may request to be implemented during the life cycle of the grant and/or during its renewals. ii)-It is correct, infant/ toddler was left out of this section. b)-Each CRR&R will need to assign a staff person to be responsible for this activity/service. The counselors do not need to be licensed in “at risk”. 2.a)-Lead Agency is defined in 45 CFR 98.10. b)-Each applicant is limited to five percent in administration. c)-JFS does not believe the standards are in conflict. Base line funding will be based on Appendix C breakdown of 70% Providers, 20% Family, 10% Community. The second split is a focus on the type of programs/ services that JFS would like to see concentrated on, thirty percent (30%) of funding will be directed toward outreach, forty percent (40%) will be directed toward professional development, and thirty percent (30%) will be directed toward technical assistance. JFS believes both goals can be accomplished. d.i)-The assigned grant manager will review the invoicing and back up documentation process at the kick off meeting with the grantees in July. ii)-Proof of actual expenditures will need to be provided. Examples of the following may be used: Payroll ledgers, utility bills, travel expenses, proofs of payment. The grant manager will work with the selected applicants on the types of documents that will need to be submitted. e.i)-Yes. 3a)-Yes. b)-Invoice requirements will be released to the selected applicants at the time of agreement.

Answer:   For the purposes of reimbursement under this grant, training on the PD is limited to SUTQ programs or those seeking to become rated. Grantees may offer training services to providers outside of this requirement on the PD but JFS will not reimburse for them.
