Question:   Hi, Please refer to project approach summary on page 5, The summary should outline key steps that will be taken for the project, to include but not limited to timeline, expected milestones, deliverables and the overall approach to be used for implementing and managing change within ODJFS OIS. We presume that this is a time & material engagement as indicated in RLB page 7. How do you expect us to estimate time line and deliverables without knowing the scope including details of delivery modules and stakeholder groups etc.? Please clarify. Thanks

Answer:   The expectation is that the vendor understands Change Management principles and the proposed candidate has extensive experience assessing and facilitating change management as outlined on page 3 Key Responsibilities and Scope of Activities. The expectation is that with the experience in change management the vendor should be able to propose steps to be taken and deliverable that are typically developed when assessing and creating an organizational change strategy.

Question:   1. If the OCM resource need involves a system change, what is the system thats changing? 2. Is this a backfill for an incumbent role (has someone else had this role before)? 3. Is there a success/failure history for change within the organization? 4. What would success look like? 5. Size of Audience to be impacted (Scope and Scale)?

Answer:   1) The adoption of cloud based services is causing changes to major systems and staffing. This engagement is to align staffing with the expected changes in technology support. 2) This is a new role within the organization. 3) Over the years incremental improvements have been made to change how the lines of business engage the technology team and set priorities for resource allocations. In addition, the organization is moving towards cloud based infrastructure and software solutions and therefore the traditional support roles are changing. 4) The engagement is to assess the current state, develop a baseline and to define the measurements for success. In general terms success can be defined as an organization that is embracing change that includes adoption of cloud services and the related support. 5) a. Currently the department of information services has approximately a staff of 350.

The "DUE DATES" section on Page 16 states "All responses are due by 1:00 pm, EST, on January 23, 2017" whereas the "SCHEDULE OF EVENTS" section on the same page states "Response Due Date February 1, 2017". Please clarify which is the correct Response Due Date. 2. Page 3 states the following: "The position is needed from February 6, 2017 to June 30, 2017 for approximately 692 hours, with the potential for extension." whereas Page 6 states: "Anticipated Commencement Date of Work March 6, 2017". Please clarify which is the correct Anticipated Start Date. 3. Is this RLB MBE set aside? The "Procurement Programs" section of the ODJFS Website states: "MBE Set Aside: No", whereas, the "Quotation Organization" section of the RLB document states: "MBE Certification Required" Please clarify.

Answer:   1) The response due date is February 1, 2017. 2) The position is needed from March 6, 2017 to June 30, 2017. 3) Yes, this procurement is a MBE set aside. Applicants must possess a state of Ohio MBE certification, which is issued by the Ohio Department of Administrative Services (DAS).

Question:   Our organization is a certified MBE in the State of Georgia. Will our Georgia MBE be considered for this procurement or will we have to be certified in Ohio. If the latter, whats the estimated duration for the certification process?

Answer:   All organizations must be a state of Ohio certified Minority Business Enterprise (MBE). If you are not currently a certified state of Ohio MBE, please view the following link to for the Department of Administrative Services (DAS), Division of Equal Opportunity: http://das.ohio.gov/Divisions/Equal Opportunity/BusinessCertification.aspx DAS will assist with providing you with the necessary documents and estimated timetable to become a certified Ohio MBE participate.
