Question: Section V, 5.2, Tab 5 Budget, page 23: where do the costs of consultants get reflected? Not personnel, not contractual, not mention in indirect charges. How do we pay the consultants for their travel (mileage) as needed?
Answer: Costs for consultants should be listed under “Contractual” and salary and travel should be broken out. Applicants may allocate sufficient funding in their proposed program budget to cover travel, transportation, and per diem expenses. Additional funds for travel expenses will not be available once grants are awarded. No travel costs may exceed State of Ohio travel reimbursement rates.
Question: Section II, 2.1, F, page 8: Are applicants permitted to work additional employment services agencies, or must the local WIB or ‘one-stop employment center’ be the exclusive partner?
Answer: Yes, applicants are permitted to work with additional employment service agencies, but if they do, those additional agencies must be identified in their application.
Question: Section III: Are applicants expected to respond to: a. 3.3 Grant Oversight Responsibilities on page 15? b. 3.4 Evaluation on pages 16-17? c. 3.5 Orientation and Peer Meetings on page 17? d. 3.6 Domestic Violence and Preparedness on pages 17-18?
Answer: No response is required to items a, b and c listed in your question. By submitting an application the applicant should state that they agree to comply with those requirements if selected for funding by ODJFS. Regarding 3.5 Domestic Violence, as the RFGA states applicants must identify in their applications the domestic violence experts with whom they have initially consulted regarding program design, content, outreach, outcomes and target population among other issues. In addition, applicants must include evidence of consultation with one or more experts on domestic violence prevention or with domestic violence coalitions in their community.
Question: Section III, 3.1.D.1 Responsible Fatherhood Classes and Individual Coaching, page 12: if we anticipate the need to supply supportive services (transportation, child care, etc.) to eliminate some barriers for attendance at classes, would they be listed under “other” in the budget?
Question: Section V, Tab 5 Budget, page 23 and Attachment D: may we supply our summary budget and narrative on a spreadsheet instead of using attachment D?
Answer: Yes, but the budget must include the categories in Attachment D.
Question: Section V, Tab 5 Budget, page 23: Is the requirement for only one budget representing a fiscal year?
Answer: Budgets must be submitted for two years because the grant funding is for two years, but the budget should be broken down for each fiscal year.
Question: Section V, 5.2, page 22: Page limit is set at 50. Does this include attachments (501c3, resumes, certificates, etc.)? Does it include tab separators?
Answer: No, those items are not counted against the page limit.
