Question:   1. Could the state clarify what is meant by the statement made under RFP Section 5.1 – “The vendor has submitted a proposal which is free of self-promotional claims?” What constitutes a self-promotional claim? 2. There appear to be two dates indicated in the RFP that designate the deadline for proposal submissions. On pg 4 – Section II – 2.1 Anticipated Procurement Timetable it states February 25, 2013 @ 3 p.m. is the deadline. On page 15, Section V – 5.1 Proposal Submission Information it states, “The vendor’s total proposal submission (both the technical and cost proposals in all required copies) must be received by ODJFS, complete, no later than 3:00 p.m. on Tuesday February 19, 3013. Could the state confirm which is the correct deadline date for submission? 3. Could the State provide a specific budget amount in mind for this scope of work?

Answer:   1) Vendors are not to use unsubstantiated, self-serving, and subjective claims of their professional successes, capabilities, experience levels, etc., without showing objective evidence to support those characterizations. Vendors should not merely tell the State how capable and qualified they believe their own organizations to be unless they also show appropriate evidence. 2) The correct due date is February 25, 2013. 3) No, The state of Ohio does not release specific budget amounts. It is the responsibility of the vendor to provide a proposed budget for the SOW listed in the RFP.

Question:   Can you explain the use of the term "Tab" throughout the RFP...does this indicate the use of Tab separators such as one uses in a written report, or is Tab synonymous with a simple section heading and not a physical piece of paper separating sections?

Answer:   The "Tab(s)" mentioned throughout the RFP instructs the vendors to provide the required information and to label each accordingly as one used in a written report. This will assist the review team in locating each requirement during the scoring process.

Question:   1. RFP page 14, 4.5.C.: Can you provide citations for the pertinent federal and state guidelines referenced? 2. RFP Attachment B page 2, Article III.A. Asks to break out travel expenditures per SFY, while Section 8.7 says that travel should be folded into the cost of the deliverable. Can you clarify? 3. RFP pg 3, Sect 1.3 states, “The selected vendor will be required to cooperate with DOL’s DEI project evaluator and to participate in DEI project evaluation activities as requested.” Could you provide more details regarding the DEI project evaluation activities? 4. It is our understanding that the implementation period for this project is from May 1, 2013 – June 30, 2013, with a possible contract renewal period from July 1, 2013 – September 30, 2014 according to RFP Section II – 2.1 Anticipated Procurement Timetable (pg 4). It appears the specific deliverables to be provided by the vendor in FY 2013 includes a detailed project plan, with remaining services to be delivered in FY 2014 (Attachment D-Cost Proposal). Could the state confirm this assumption and also clarify whether they would like a draft project plan included in the vendor’s technical proposal?

Answer:   1) The federal and state guidelines referenced in the RFP, Section 4.5.C. are 48 CFR 31.205 for commercial organizations and the Office of Management and Budget circula A-122 for non-profit organziations. 2) Travel costs should be included as a line item in the vendor's proposed budget. As such, it will be included in the total contract award amount. The purpose of the language in Attachment C is to ensure that the vendor includes all costs in the budget and doesn't anticipate reimbursement of travel expenses that weren't identified within that budget. 3)The US Department of Labor has contracted with a private entity to evaluate the Ohio DEI project. It's possible the evaluator will want to interview the selected vendor. 4)The project plan is to be created by the selected vendor as a deliverable under the contract and not included with the proposal.

Question:   The RFP appears to indicate the proposal is due 2/25 (page 4), but on page 15 it indicates a due date of 2/19. Can you clarify please? Thanks!

Answer:   Due to an administrative error, the February 19, 2013 date listed on page 15 is incorrect. The correct submission date is February 25, 2013.

Question:   In the RFP it states: The budget must include costs for the entire project period—including the State Fiscal Year 2013 contract period from approximately May 1, 2013, through June 30, 2013, and the possible renewal period that begins July 1, 2013, and ends September 30, 2014. Are you requesting a 2 month budget? If so, it should be accompanied by another 12 month budget? Thanks!

Answer:   Yes, ODJFS is requesting a two (2) month budget for the remainder of State Fiscal Year 2013 and a one (1) budget for State Fiscal Year 2014. However, a single budget listing both State Fiscal Years will be acceptable.
