Question:   Question 1 - Section VI - Scope of Work page 6 of 15, mentions that the goal is to assign staff to ODJFS teams near the vendors local. How much or how far should be anticipated for travel given the goal stated in this section of the RFP and is overnight stay anticipated. Question 2 - Section VII Step A page 6 of 15, states that the vendor staff will be assigned based on projects performed and geographical needs. "Is there any history or expectations as to what the lead time will be for staff assistance request and how many hours will be expected during the contract period ending June 30, 2013?"

Answer:   Question 1 - Some travel will be likely during the engagement. On occasion there may be overnight stays. The overnight stays should not be more than 2 consecutive nights when overnight stays are required. The distance traveled and the amount of travel is largely dependent upon the number of qualified applicants ODJFS contracts with through this process, and the location(s) of the qualified applicants. Question 2 - Currently, ODJFS is expecting the lead time for staff assistance requests to be approximately one week prior to the engagement. The number of hours expected during the contract period has yet to be determined as the calculation is based on several factors including but not limited to: the number of qualified applicants, the number of staff from each accepted applicant, the hourly rate, book of business scheduling, as well as other factors.

Question:   1. You mention that we need to attach the most recent AUP engagement for Title IV-E cost reports. Do you mean, if our firm has been subject to this type of audit, we should attach that audit report? Please clarify? 2. Is there any travel required, if so, please specify locations of travel? 3. For the cost proposal, are you looking for us to estimate hours or are you expecting a rate per hour only? 4. Do we need to have experience performing IV-E audits to qualify?

Answer:   1. You mention that we need to attach the most recent AUP engagement for Title IV-E cost reports. Do you mean, if our firm has been subject to this type of audit, we should attach that audit report? Please clarify? ANSWER: The AUP engagement for the Title IV-E cost report is for foster care and residential centers who provide foster care services and complete a JFS 02911 single cost report. A CPA firm would be hired by a provider to complete the AUP engagement on their JFS 02911 cost report. If your agency has performed the AUP engagement for a foster care provider, please attach a copy of the most recent AUP engagement. 2. Is there any travel required, if so, please specify locations of travel? ANSWER: There is a possibility of travel for the engagement. The travel would be within the state of Ohio. 3. For the cost proposal, are you looking for us to estimate hours or are you expecting a rate per hour only? ANSWER: The proposal should include an expected hourly rate. 4. Do we need to have experience performing IV-E audits to qualify? ANSWER: It is not necessary to have experience performing Title IV-E cost report engagements to qualify for the contract.
